According to the report of the Finance Department (Ministry of National Defense), implementing the conclusions of the Politburo and the Secretariat on the implementation of research and proposals to continue to reorganize the apparatus of the political system, on March 6, 2025, the Minister of National Defense directed agencies and units to review, adjust, manage, and use the budget of projects and works to ensure local military and defense tasks. The Minister of National Defense requested to immediately suspend the construction of provincial and district-level projects and commune-level headquarters. Up to now, the units have strictly complied; at the same time, reviewed and proposed to the head of the Ministry of National Defense to allow the continued completion of construction items of unfinished projects that are being implemented.

By the end of March 2025, the disbursement results for projects and works using the State budget for regular expenditure on national defense reached 5.46% compared to the estimate assigned by the Ministry to the units. For the State budget for public investment, it reached 15.33% compared to the plan assigned by the State.

Regarding the management and use of barracks, there are currently a total of 694 district-level Military Commands managing and using defense land, accounting for 32.19% of the entire army's defense land. The provincial Military Command and the Hanoi Capital Command manage and use defense land, accounting for 12.16% of the entire army's defense land, and the provincial Border Guard manages and uses 0.35% of the entire army's defense land (excluding Border Guard stations).

The Barracks Department, General Department of Logistics and Engineering proposed that, for the barracks of the provincial Military Command, after merging administrative units into 34 provinces and cities nationwide, there will be 29 surplus barracks of the provincial Military Command. It is proposed to handle the surplus after the merger as follows: Transfer to units according to the new organizational structure. In cases where conditions are met, build social housing. In cases where there is no longer a need to use it, transfer it to the locality for management to serve socio-economic development.

For district-level military command barracks: Arrange for regional military command boards (newly established units according to the Project on building local military organizations) and units with new organizational structures in the area. In case there is no longer a need to use them, they will be transferred to the locality for socio-economic development.

Concluding the meeting, Senior Lieutenant General Vu Hai San requested the competent agencies of the Ministry of National Defense to continue to carefully review projects and works in terms of progress, quantity, scale, and subjects, especially projects located in provinces with merger policies, and then report and propose to the Ministry of National Defense for decision. For completed investment projects for local military and defense missions, promptly organize acceptance, complete documents, and prepare project settlement reports in accordance with legal regulations.

The Deputy Minister of National Defense noted that for investment projects using local capital, units should proactively work with localities on investment policies, the ability to secure and balance local budget capital. On that basis, propose plans to continue implementing the project within the scope of local capital allocated, ensuring efficiency, savings, and preventing the development of outstanding debts for basic construction during the implementation process.

Lieutenant General Vu Hai San requested that for the barracks of units after the province merger, it is necessary to propose additional management and usage plans... to ensure suitability and effectiveness; in addition, it is necessary to do a good job of monitoring and managing assets and equipment. For the provincial Military Commands after the merger, it is necessary to base on the barracks' needs, arrange them reasonably, ensure synchronization and rationality when using them.
