Quang Nam takes strong action against investors who "hold onto capital"

According to the report of the Department of Planning and Investment, by the end of December, Quang Nam province had only disbursed 62.21% of the public investment capital plan for 2024, equivalent to nearly VND 5,659 billion out of a total of nearly VND 9,096 billion. This result is higher than the same period in 2023 (60.4%) but is still far from the target of completing 95% of the plan assigned by the Prime Minister.

Many projects invested by district level are facing difficulties in progress and slow disbursement.

Units with slow dissolving rates include the Department of Health, the Management Board of Construction Investment Projects for Agricultural and Rural Development Works, the Department of Agriculture and Rural Development, the Irrigation Exploitation Company Limited, the Management Board of Phu Ninh and Quang Nam Coastal Protection Forests, the Provincial Construction Investment Project Management Board, the Ethnic Minorities Committee, the Employment Service Center, the Management Board of Song Thanh National Park, the Medical College and the Provincial General Hospital...

In the group of localities, there are 4 districts with slow soaking including: Nong Son, Dong Giang, Bac Tra My, Que Son and Hoi An city.

Representatives of the units said that some of the reasons leading to the delay in disbursement were difficulties in site clearance, lack of construction materials, many administrative procedures, limited implementation, unfavorable weather conditions, etc.

For some projects invested by district level, there are many reasons but mainly due to slow site clearance, limited allocated capital, small scale but many projects, especially inappropriate bidding work...

Take responsibility, do not blame objective factors

Recently, Chairman of Quang Nam Provincial People's Committee Le Van Dung worked with leaders of units and localities with slow and below average public investment disbursement rates.

Chairman Le Van Dung affirmed that he will hold accountable investors with below-average disbursement levels.

Mr. Le Van Dung severely criticized the units that “hold capital” but do not have solutions to disburse according to the commitment. The province will consider criticism and review, even propose a form of handling; considering the disbursement rate as a decisive indicator for the level of task completion of the leader.

In accordance with the Prime Minister 's direction, contractors must implement the motto of "3-shift construction", "working on holidays, Tet holidays", "only discussing work, no backtracking" to promote the disbursement of public investment capital in the last months of 2024. Urgently complete the acceptance volume records according to technical requirements and construction diary, immediately transfer the records to the State Treasury for payment, do not let payment records accumulate many acceptance periods in the last days of the year.

Particularly, the provincial poverty reduction support programs, coordination of the provincial new rural areas, coordination of the national target program for socio-economic development in ethnic minority and mountainous areas need to strengthen their roles and responsibilities in monitoring the programs in charge; weekly report the results of the implementation of the programs to the Department of Planning and Investment and the Vice Chairman of the Provincial People's Committee in charge of the national target programs for monitoring and direction.

The Chairman of the Quang Nam Provincial People's Committee also reiterated the policy that once capital is allocated, it must be done, not greedy for capital. In 2025, the provincial leaders need to review the capital mechanism for units, which needs to be clear and specific to have sanctions if they do not complete the task. Not to mention, the capital allocation work needs to be calculated based on the capacity of each unit, those who are weak will be limited.
