Quang Nam prevents drugs from entering schools

Lieutenant Colonel Huynh Tan Muoi, Head of the Drug Crime Investigation Department of Quang Nam Provincial Police, said that the situation of drug crimes and drug abuse in Quang Nam province continues to be complicated and is increasing in the number of cases and the scale of crimes, each year is always higher than the previous year. The province currently has 168/241 communes, wards and towns with drug abuse. Complex inter-provincial and inter-district drug crime rings have also been formed in the area and there are illegal drug trafficking activities in large quantities.

According to statistics, Quang Nam province currently has 779 addicts, 526 illegal drug users and 189 subjects under post-rehabilitation management. The number of addicts under 30 years old accounts for about 30% and tends to be younger; addicts, users of synthetic drugs, and simultaneous use of multiple drugs tend to increase, are difficult to control, and unpredictable.

In the above situation, with the aim of improving the quality and effectiveness of the movement of the entire people to protect national security in the field of drug prevention and control; further strengthening the propaganda work, mobilizing people to fight against crime and drug abuse with practical content, suitable to the actual situation, ... The Department of Investigation Police on Drug Crimes has reported and received approval from the Director of Quang Nam Provincial Police to coordinate with the Department of Political Work and Students under the Department of Education and Training of Quang Nam province to build and put into operation the mass mobilization model "Preventing and stopping drugs from entering schools" at high schools and multi-level general schools in the province.

From October 2024 to present, this model has been deployed in 19 secondary and high schools in Quang Nam province. Typically, on the morning of November 25, the Drug Crime Investigation Department of Quang Nam Provincial Police coordinated with the Department of Political Affairs and Students under the Department of Education and Training to launch the mass mobilization model "Preventing and stopping drugs from entering schools" at Thai Phien High School (Ha Lam town, Thang Binh district). At the model launch ceremony, officers of the Drug Crime Investigation Department of Quang Nam Provincial Police disseminated, disseminated, and raised awareness of the Law on Drug Prevention and Control; knowledge of types of drugs and their harms; skills and measures for drug prevention and control... so that the school's staff, teachers, employees, parents, and students can proactively prevent and stop drugs from entering schools. At the same time, the decision to establish the model was announced; Decision on the establishment and regulations on the organization and operation of the PCMT Self-management Team "Preventing and stopping drugs from entering schools" at Thai Phien High School.

Lieutenant Colonel Le Tu Phao, Deputy Head of the Drug Crime Investigation Department of Quang Nam Provincial Police, assessed that "Preventing and stopping drugs from entering schools" is a specific model to promote the combined strength of the entire political system, focusing mainly on Party committees and school principals in drug prevention. From there, relevant agencies synchronously deploy solutions and measures, focusing on prevention, resolutely not allowing crimes and drug abuse to enter schools.

“In order for the model to operate and be effective, we have requested the Department of Political Affairs and Students to advise the leaders of the Department of Education and Training to direct the Board of Directors of 57 high schools, ethnic boarding schools and multi-level general schools in the province to select personnel, issue decisions to establish and regulate the operation of the PCMT Self-Management Team at the unit,” said Lieutenant Colonel Le Tu Phao.

In addition, the Drug Crime Investigation Department of Quang Nam Provincial Police has sent a dispatch to the Police of districts, towns and cities to study and implement this model in secondary schools andeducational institutions in the area. The implementation period is from September 2024 to December 15, 2024. According to the plan, in mid-December 2025, a preliminary review will be held and if effective, it will continue to be implemented in the next phase.
