Through the results of a survey of more than 10,000 enterprises nationwide, the PCI 2023 report comprehensively assessed Vietnam's investment and business environment over the past year, recognizing the efforts of local authorities in managing and protecting the environment, promoting green investment and green practices of local enterprises.
Unlike other annual PCI announcements, this year VCCI did not announce the rankings of 63 provinces and cities. Accordingly, VCCI only announced the top 30 provinces and cities with the best PCI index in Vietnam.
Quang Ninh maintained its top position for the seventh consecutive year with 71.25 points. Thua Thien Hue, Da Nang and Binh Dinh are the three provinces and cities in the key economic region of the Central region that made it into the top 30 provinces and cities with the best PCI index.

According to this announced result, PCI 2023 Quang Nam increased its score, but was not in the top 30 provinces and cities with the best PCI index in the country (in 2022 Quang Nam was in the top 30).
Compared to 2022, the total score of 10 indexes is 67.04/66.62 points, an increase of 0.42 points. Of which, 4/10 component indexes increased in score, including: market entry (7.27/7.19 points); time cost (8.1/7.61 points); informal cost (7.60/7.03 points); labor training (5.98/5.35 points).
There are 6 component indexes that have decreased in score, including: land access (6.83/7.23 points); transparency (5.45/6.35 points); fair competition (5.95/5.98 points); dynamism of provincial government (6.76/6.90 points); business support policies (5.70/5.90 points); legal institutions & security and order (7.40/7.74 points).
Regarding the Provincial Green Index (PGI) results, Quang Nam increased its score and ranked up with a total of 22.84 points, ranking 16th out of 63 provinces and cities. Compared to 2022, Quang Nam's PGI increased by 7.75 points and increased by 9 ranks (from 25th to 16th). Of which, 3 component indexes increased their scores: minimizing pollution and natural disasters (6.71/3.45 points); ensuring compliance (7.27/5.23 points); incentive policies and support services (4.95/2.32 points) and 1 component index decreased its score, which is promoting green practices (3.91/4.08 points).
