Quang Ninh directs investigation

According to a document from the Quang Ninh Provincial People's Committee, on November 5th, several media outlets reported on the construction and leveling of the urban development project in Zone 10B, Quang Hanh Ward, Cam Pha City.

The People's Committee of Quang Ninh province has instructed the Chairman of the People's Committee of Cam Pha city to urgently inspect the urban development project in area 10B, consider the issues reflected in public opinion and the press, and take measures to resolve them within his authority and according to the law, and report the results to the Provincial People's Committee.

The Quang Ninh Provincial People's Committee also assigned the Department of Planning and Investment to take the lead in coordinating with relevant departments and agencies and the Cam Pha City People's Committee to review the issues reflected in the press regarding this project, provide advice and proposals in accordance with the law, and report to the Provincial People's Committee in November 2023.

As reported by VTC News, the Ha Long Bay Management Board previously sent a document to the Quang Ninh Department of Natural Resources and Environment, the Quang Ninh Department of Culture and Sports , and the Cam Pha City People's Committee regarding the investor of an urban development project dumping soil into the sea in the buffer zone of the Ha Long Bay World Natural Heritage site.

Accordingly, during an inspection on September 19th, the unit discovered that the construction unit of the urban area project in Zone 10B (invested by Do Gia Capital Co., Ltd.) was directly dumping soil without retaining walls into the sea area within the buffer zone of the Ha Long Bay World Natural Heritage Site, and Zone II of the Ha Long Bay National Special Monument.

The Ha Long Bay Management Board requests relevant units to inspect and require construction units to comply with legal regulations on environmental protection and heritage preservation, and at the same time, to take measures to prevent pollutants from contaminating the environment and ecosystem of Ha Long Bay.

The direct dumping of soil into the waters of Ha Long Bay without environmental protection measures will cause water pollution and affect the ecosystem in the Ha Long Bay National Special Heritage Site.

This violates regulations on environmental protection and heritage preservation under the Law on Environmental Protection and the Law on Cultural Heritage; the environmental impact assessment report of the project has been approved by the Quang Ninh Provincial People's Committee.

The Ha Long Bay Management Board requests the Quang Ninh Department of Natural Resources and Environment, the Quang Ninh Department of Culture and Tourism, and the Cam Pha City People's Committee to inspect and require construction units to comply with legal regulations on environmental protection and heritage preservation; and at the same time, to take measures to prevent pollutants from contaminating the environment and ecosystem of Ha Long Bay.

On October 4th, the Quang Ninh Department of Natural Resources and Environment sent a document to Do Gia Capital Co., Ltd. requesting them to rectify the shortcomings in the construction activities of the urban area project in Zone 10B.
