Quang Ninh : Thousands of trees broken and uprooted, roofs blown off houses.

According to preliminary statistics from Quang Ninh province, when typhoon No. 3 made landfall, the strongest winds near the center of the storm reached levels 12-13 (118-149 km/hour), with gusts up to level 16, causing thousands of trees to break and fall. Numerous agencies, units, schools, and hospitals in the province suffered damage.

For example, the Quang Ninh Provincial Planning and Exhibition Center, which received an investment of over 1,000 billion VND, had its roof blown off, and the entire 11-story Hon Gai Coal Company headquarters now has no glass panels left.

Notably, the destructive power of Typhoon No. 3 shattered the windows of many high-rise buildings and apartment complexes, blowing away balconies and forcing residents to evacuate or leaving them homeless.

Mr. Nguyen Thanh Tung (52 years old, residing in Ha Long City, Quang Ninh province) shared: “Having lived in Ha Long for decades, this is the first time I've witnessed such a terrible storm hit here. It seems that people's predictions didn't accurately reflect the storm's destructive power, resulting in enormous damage.”

Witnessing the collapse of his restaurant after years of construction, Mr. Hoang Trong (39 years old, owner of Bao Ngan restaurant, Bai Chay Ward, Ha Long City) choked up: “I heard from my neighbors that the restaurant had collapsed, so I rushed there and saw the scene of devastation. Many of my neighbors' cars parked in front were also affected when bricks fell on them.”

At 7:30 PM on September 7th in Quang Ninh, due to the influence of the post-storm circulation, the rain began to fall heavily, and the wind remained very strong. The power grid had not yet been restored; the transportation system was chaotic; and mobile phone signals were unstable and not yet fully functional.

According to Quang Ninh Power Company, due to the impact of very strong winds and heavy rain from Typhoon No. 3, many 500 kV and 220 kV power transmission lines in Quang Ninh experienced malfunctions. Some lines were proactively disconnected to ensure safety. After the typhoon passes and the strong winds subside, the restoration of operation and power supply will be urgently implemented.

Not only in Ha Long City, but many coastal localities in Quang Ninh province also suffered significant consequences from Typhoon No. 3. In Hai Ha District, approximately 60 houses, offices, and schools had their roofs blown off, and one house under construction in Quang Long commune collapsed. Over 300 trees along National Highway 18A and roads in communes and towns were broken or uprooted; many advertising signs were knocked down or damaged. Communes and towns are currently experiencing widespread power outages due to 20 power lines being severed by falling trees; 5 low-voltage power poles have fallen; and 5 streetlights have been bent.

Meanwhile, communication remains disrupted in the strategically important island district of Co To. At 5 PM on September 7th, local reports indicated a complete power outage and lack of telecommunication signals throughout the district; six ships in the harbor area sank; approximately 100 houses, offices, schools, and hotels had their roofs blown off, with no buildings collapsing; and over 80 trees were uprooted. There are currently no reported casualties.

Following the severe damage caused by Typhoon No. 3, the Quang Ninh provincial authorities mobilized approximately 2,000 people to clean up the streets and urgently address critical issues such as power grids and telecommunications to stabilize daily life. However, the authorities also warned residents to absolutely not leave their homes during the bad weather to ensure their safety.

According to Thanh Nien newspaper 's report at 8 PM on the same day, many localities in the province still lacked electricity, and supermarkets and stores had ceased operations. Many people trying to find food faced great difficulties due to chaotic streets and a lack of telecommunications.

The storm caused power outages, isolating Hai Phong from information.

On the morning of September 7th, Deputy Prime Minister Tran Hong Ha directly supervised the response to Typhoon No. 3 at the forward command post located in Hai Phong City.

According to information from the Command Center, as of the morning of September 7th, winds in Bach Long Vi island district reached level 12, with gusts exceeding level 12. Many trees and corrugated iron roofs were overturned. In the inner city, winds reached levels 8 and 9; in Cat Ba and Do Son, winds were even higher. Electricity was cut off in some areas of Cat Hai district.

Hai Phong has relocated 23,500 people from dangerous areas, especially those living in old apartment buildings.

Speaking to a reporter from Thanh Nien newspaper, Mr. Dao Minh Dong, Chairman of the People's Committee of Bach Long Vi District (Hai Phong City), said that Typhoon No. 3 passed through the island district at 8:00 AM on the same day. In the district, there were strong winds of about level 12, gusting to levels 13-14 in the west-southwest direction, and heavy rain.

“All fishing vessels have been safely anchored and brought ashore. According to observations from Radar Station 490, no vessels are detected operating in the waters around the island. The District Disaster Prevention and Search and Rescue Command has held three meetings and established two forward command centers to direct and implement storm prevention and control plans on the island and in the surrounding waters. They are also reviewing and ensuring sufficient food, supplies, and medical supplies to serve in the fight against Typhoon No. 2,” Mr. Dong informed.

According to a preliminary report from the People's Committee of Bach Long Vi District, as of noon on September 7th, there were no casualties. Regarding property damage, one agency suffered damage including a blown-off roof, collapsed boundary wall, and damaged gate; many trees along roads and within agencies and units were uprooted. The People's Committee of Bach Long Vi District will compile a detailed report immediately after Typhoon No. 3 passes.

In Tien Lang District, the district's People's Committee leaders stated that the damage caused by Typhoon No. 3 was enormous, especially to agricultural production. However, the district has not yet compiled specific damage statistics. As of 6 PM on September 7th, communication channels in the district were disrupted.

According to preliminary reports, the damage caused by the storm in Hai Phong is very severe. Many trees, power poles, and advertising signs on the streets were knocked down; many houses had their corrugated iron roofs blown off, and windows were shattered; people walking on the streets were knocked over by the wind, and some were injured by falling objects.

Notably, in an interview with Thanh Nien newspaper, a representative of Hai Phong Power Company Limited stated that due to the impact of the storm, many areas and residential zones experienced power outages. Out of more than 500,000 electricity customers in the city, over 400,000 were unable to use electricity at this time.

Many Hai Phong residents living far from home are very worried after losing contact with their families and relatives in the storm's epicenter for hours. Ms. Nguyen Thanh Huong (residing in Hanoi) said: “This afternoon, when the storm first started, I was still able to call my mother to ask about the situation. But around 2 PM, I couldn't reach her anymore. I tried calling other relatives in Hai Phong but couldn't get through either. I'm very worried.”

Sharing the same sentiment, Mr. Bui Van Thai (residing in Hanoi) expressed his bewilderment: “In decades, I have never seen a storm as strong as this. It's late at night now, and I still can't call my relatives in Hai Phong, which proves that the networks haven't been restored yet. People in Hai Phong are almost completely isolated in terms of communication with other provinces as well as within the city itself.”

On the evening of September 7th, a reporter from Thanh Niên newspaper contacted leaders of Cát Hải District and Đồ Sơn District for preliminary information on the damage caused by Typhoon No. 3, but by 7:30 PM that same day, they were unable to reach them.

Ho Chi Minh City is ready to share resources with the area affected by Typhoon No. 3.

On September 7th, Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen requested that agencies and units closely monitor the situation of Typhoon No. 3 (Yagi), forecast situations of heavy rain, high tides, and fallen trees, and promptly inform the public so that they can prepare to respond and minimize the impact and damage.

At the same time, assign standby forces and teams to assist people in need; regularly inspect, remind, correct, and hold accountable those responsible; and regularly report to the Standing Committee of the Ho Chi Minh City Party Committee for timely guidance. In particular, Secretary Nguyen Van Nen requested that plans be made to be ready to share resources with Hanoi and other areas in the storm's epicenter.

Hanoi: Trees fall, traffic paralyzed.

At 8 PM on September 7th, Typhoon No. 3 (Yagi) swept through Hanoi, with winds reaching level 10, causing trees to fall and paralyzing traffic. On many streets, traffic police, local police, and authorities were mobilized to cut down trees and ensure the safety of people and vehicles passing through areas where trees had fallen.

Regarding the damage caused by the storm, according to the Hanoi Greenery Company Limited, as of 3:30 PM on the same day, the storm had caused 484 trees to break or fall across 30 districts, towns, and cities. The fallen trees also resulted in 2 deaths and 7 injuries.

At noon on September 7th, Hanoi Metro suspended operations on two urban railway lines: Cat Linh – Ha Dong and Nho Son – Hanoi Station. On the same day, subsidized public bus services in the capital also temporarily ceased.

Earlier, to avoid risks and casualties caused by storms, the Chairman of the Hanoi People's Committee, Tran Sy Thanh, advised residents in the city to stay indoors to prevent accidents and injuries.

Before the storm hit, authorities evacuated more than 400 people from Hoang Mai, Hoan Kiem, Ba Dinh districts and Son Tay town to safe shelters.

According to information from the Northern Power Corporation (EVNNPC) updated at 3 PM on September 7th, Typhoon No. 3 caused power outages, affecting millions of customers. In Quang Ninh, 52 out of 52 110 kV power lines and 21 out of 21 substations were disconnected, causing a complete power outage throughout the province. By 6 PM the same day, Quang Ninh had restored power to 15 out of 21 medium-voltage lines, but many areas in the province remained without electricity. In Hai Phong, wind gusts of level 15 caused power outages on 6 110 kV power lines, affecting more than 300,000 customers.

In Thai Binh province, there were 4 incidents involving 110 kV power lines and 3 110 kV substations, causing widespread power outages affecting approximately 570,000 customers. In Thanh Hoa province, 120,000 customers were affected; in Nam Dinh, 265,000; and in Hai Duong, 159,000 customers experienced power outages.

Bac Giang province recorded 32 power line failures causing power outages, affecting 300,000 customers, accounting for approximately 50% of the total number of customers in the province.

According to initial statistics from the Department of Dike Management and Disaster Prevention (Ministry of Agriculture and Rural Development), Typhoon No. 3 caused 4 deaths (3 in Quang Ninh, 1 in Hai Duong) and 78 injuries (58 in Quang Ninh, 20 in Hai Phong); 5 cement ships and 1 small wooden boat sank at their anchorages (Quang Ninh), and 1 cargo ship broke its anchor and drifted away. Quang Ninh, Hai Phong, Thai Binh, and Hai Duong experienced widespread power outages. Many houses were damaged, roofs were blown off, and thousands of trees were uprooted in the provinces and cities of Quang Ninh, Hai Phong, Thai Binh, Hai Duong, Hanoi, Bac Ninh, and Bac Giang.

According to a report from the Search and Rescue Department (Ministry of National Defense), Typhoon No. 3 caused numerous incidents and accidents at sea, resulting in many missing crew members. Specifically, in Quang Ninh, the Tien Thanh 05 vessel (a crane ship belonging to Quang Ninh Logistics Trading Joint Stock Company), anchored to shelter from the storm at Vung Duc - Cam Pha (Quang Ninh), went missing along with 7 crew members. In addition, the Tien Thanh 02 and Tien Thanh 03 vessels, also belonging to the same company, drifted and became stranded at Dolphin Palace, Ha Long City. Each vessel had approximately 10 people on board.

The tugboat Hong Gai (belonging to Quang Ninh Port Joint Stock Company), which was anchored to avoid a storm in the Hang Bo Nau area with 7 crew members on board, has gone missing. Immediately after the incident, the tugboat Ha Long 8 recovered one body, while the remaining 6 crew members are still missing.

In Hai Phong, a fishing vessel with one person on board suffered engine failure and drifted in the area of ​​Van Boi Island – Cat Ba. At the time of reporting, contact with the vessel had been lost. Near the distressed vessel, the Coast Guard vessel CSB 9004 is located 6 nautical miles away and is ready to mobilize for search and rescue. However, due to bad weather, CSB 9004 has not yet been able to reach the distressed vessel.
