implementing Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Executive Committee Regarding sustainable socio -economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period of 2021-2025, with a vision to 2030 , ethnic minority localities in the province have had many positive changes, contributing significantly to improving the landscape, ensuring environmental sanitation, and improving the quality of life for people.
New thinking in solving old problems
Over the years, the problem of managing and treating domestic waste in ethnic minority, mountainous, border and island areas of Quang Ninh has always been a big challenge. With fragmented terrain, scattered population, lack of synchronous technical infrastructure, along with spontaneous living habits and the influence of many bad customs, organizing waste collection and treatment in these areas has encountered many difficulties.
In the past, in many localities, household waste was often burned outdoors, buried on-site, or discharged directly into the environment. These methods not only lack sustainability, but also cause serious pollution of water, soil, and air, directly affecting the lives and health of people.
The birth of Resolution 06 is considered a "new wind" bringing a comprehensive and sustainable development approach. Accordingly, the province has focused on synchronous investment in regional waste collection and treatment infrastructure; at the same time, it has issued many policies and support policies, mobilizing political and social organizations to participate. Many localities in the province have gradually created a change in thinking, shifting from "collection - treatment" to "reduction - recycling - reuse" of waste, associated with raising public awareness, in order to promote behavioral change and raise people's awareness.
Up to now, the whole province has 3/5 regional waste treatment areas in operation, 19 incinerators have been invested and operated effectively. The rate of domestic waste collected and treated in rural and mountainous areas has reached nearly 92%, an impressive figure given the specific geographical conditions of the highland areas.
Every day is cleaner - every week is greener
Tien Yen Commune is one of the typical localities of the province effectively implementing Resolution 06 associated with environmental protection.
In the commune, the waste collection network is flexibly built according to the conditions of each area. Waste collection and transportation activities are maintained regularly, without backlog or pollution.
Notably, the model of classifying organic waste at households has been widely deployed. Organic waste is used as animal feed or composted into organic fertilizer; recycled inorganic waste is collected and sold to facilities; non-recyclable waste is collected and brought to collection points for centralized treatment. To carry out this work, the Commune Women's Union is the core, regularly coordinating to organize training courses on classifying and treating organic waste with microorganisms for member families in particular and the people in general.
In Cong To village (Tien Yen commune), a waste treatment area using sanitary landfill method has been invested in systematically. After compaction, the waste is treated with biological products, lime powder, and fly killer, ensuring environmental hygiene standards.
Following the direction of the local government, over the years, Tien Yen Quang Ninh Urban Environment Joint Stock Company has made continuous efforts to operate in a methodical and professional manner, contributing significantly to preserving and improving the environmental landscape in the communes of Tien Yen, Dien Xa, Dong Ngu and Hai Lang.
With the motto "Every day cleaner - every week greener", the company has maintained regular collection and transportation of household waste throughout the area under its management, ensuring no backlog or pollution. The collection network is arranged reasonably and flexibly according to local conditions. The company also actively coordinates with local authorities to promote propaganda and raise people's awareness of waste classification and treatment at source.
Along with the collection and treatment of household waste, tree trimming and maintenance, and lighting system maintenance are also carried out synchronously. Many roads in the highlands are now guaranteed to be bright - green - clean - beautiful, creating a fresh landscape, ensuring traffic safety, and improving the quality of life for the people.
Flexible according to the conditions of each commune, Tien Yen Quang Ninh Urban Environment Joint Stock Company always actively innovates working methods, applies modern machinery in collecting, processing waste, and pruning trees. Thanks to that, labor efficiency is improved, time is shortened, and costs are saved. The environmental workers are also constantly trained in professional skills and fully equipped with labor protection equipment.
The image of clean, beautiful streets, brightly lit every evening, with no litter scattered around... is gradually becoming a familiar image in the eastern gateway of the province. That spacious, civilized appearance is the result of the synchronous, active and effective participation of Tien Yen Urban Environment Joint Stock Company in joining hands to build a "green - clean - beautiful - friendly - worth living" living space.
In Dam Ha commune, implementing Resolution 06, the local government has proactively reviewed and required 100% of production, business, aquaculture and livestock establishments to have an approved environmental impact assessment report or commitment to environmental protection. Currently, the whole commune has 25 garbage collection teams operating with specialized handcarts.
The system of village conventions and environmental protection regulations covers 100% of villages and hamlets. The rate of households with hygienic toilets and bathrooms is almost absolute. Livestock and aquaculture farms apply biotechnology, contributing to reducing polluting waste.
The bright spot in environmental protection work is the role of women. The Women's Union of Dam Ha commune has maintained the "Green Sunday" model. In the first 6 months of 2025, there were more than 200 environmental sanitation sessions, attracting over 8,000 members and women to participate. Many creative models, such as "Women's Garbage Collection Group", "Green Living Club", "Turning Garbage into Money", composting organic fertilizers at households... have created a widespread environmental protection movement, contributing to changing people's behavior naturally and effectively.
In particular, the Women's Union of Dam Ha commune has established an Environmental Propaganda Team with members being branch heads and core members in the villages. The Environmental Propaganda Team regularly "goes to every alley, knocks on every door", promptly detects and reminds people of cases of illegal dumping, instructs people on how to properly dispose of household waste... Thereby, contributing to raising community awareness, preserving a clean and beautiful landscape, promoting the construction of a new, sustainable and greener countryside every day.
Strong impact from big resolution
The highlight in implementing Resolution 06 is the approach from the people to promote the role of the community in preserving the living environment. Not only investing in infrastructure and policies, Quang Ninh province also strongly mobilizes the role of mass organizations such as the Women's Union, Youth Union, self-management groups, and core forces at the grassroots level to act as a "bridge" between policies and specific actions.
Many models have proven their long-term effectiveness when combining communication to change behavior and public awareness. Each compost bin, each lit street, each "Green Sunday"... is a small but important link in the picture of the increasingly changing rural and mountainous environment in Quang Ninh.
In the period of 2025-2030, Quang Ninh determined to continue to promote the implementation of Resolution 06 in depth, with the goal of improving the quality of living environment for ethnic minority people. In particular, focusing on economic development associated with environmental protection, prioritizing investment in advanced, friendly, and ecological waste treatment technology; replicating models of waste classification and recycling at source; at the same time, building a team of professional environmental workers.
The success of Resolution 06 in the environmental field is not only measured by the amount of garbage collected or the number of treatment areas put into operation, but is also clearly demonstrated in the change in people's thinking and behavior, creating the habit of proactively classifying and treating garbage right from the family.
From the concrete changes in people's daily life, it can be seen that Resolution 06 is not only on paper, but has been deeply permeating into life, especially in mountainous areas and ethnic minority areas. This is not simply a journey to clean up the environment, but a process of transforming awareness, gradually forming a civilized and sustainable lifestyle from each household and each person.
With the achieved results, along with the political determination and consensus of the entire political system, Quang Ninh is gradually realizing the goal of building a "bright - green - clean - beautiful" mountainous countryside, aiming for a quality living space, where every hamlet and village is a livable countryside.
