Today, May 22, Deputy Head of the National Assembly Delegation of Quang Tri Province, Hoang Duc Thang, signed a document to send to the Ministry of Transport and the Vietnam Road Administration to continue to propose traffic diversion on the Cam Lo - La Son Expressway through Quang Tri Province.

4 people died and were injured in a sleeper bus and container truck accident

Petition No. 89/DDBQH dated May 22, 2024 of the Quang Tri Provincial Delegation of National Assembly Deputies stated: On April 1, 2024, the Vietnam Road Administration issued Decision No. 1747/QD-CDBVN on traffic regulation and diversion for the Cam Lo - La Son section investment and construction component project.

Accordingly, passenger vans with more than 30 seats, sleeper buses, and vehicles with ≥ 6 axles (including monocoques and tractor-trailer combinations) are not allowed to travel on the Cam Lo - La Son expressway from April 4, 2024; these vehicles must travel on National Highway 1 through urban areas and densely populated areas, causing many tragic accidents.

According to statistics from the Traffic Safety Committee of Quang Tri province, after only 47 days (from April 4 to May 21, 2024) of implementing the Decision of the Vietnam Road Administration, on the Cam Lo - La Son Expressway (through Quang Tri province), no traffic accidents have been recorded so far.

Meanwhile, on National Highway 1 through Quang Tri province, there were 4 traffic accidents, all involving tractor-trailers and sleeper buses with more than 30 seats, killing 3 people and injuring 1 person. Of these, the number of tractor-trailers involved was 3 cases, and the number of passenger buses with more than 30 seats was 1 case. Compared to the same period in 2023, there were 4 more accidents, 3 more deaths, and 1 more injuries.

Proposal to bring passenger cars and container trucks back on the highway

Before the traffic diversion regulations of the Vietnam Road Administration, the Provincial National Assembly Delegation surveyed, grasped the situation, approached the opinions of the people and authorities, local functional agencies, voters of Quang Tri province and made recommendations in Official Dispatch No. 48/DBQH dated April 8, 2024 on traffic diversion of Cam Lo - La Son Expressway through Quang Tri province.

At the working session on April 22, 2024 between the Vietnam Road Administration and the National Assembly Delegation, the Standing Committee of the People's Council, leaders of the People's Committee, and the Vietnam Fatherland Front Committee of Quang Tri province, the Vietnam Road Administration said that traffic diversion as per Decision No. 1747/QD-CDBVN dated April 1, 2024 is the most optimal.

However, the traffic accident situation has been in the opposite direction, there have been many tragic traffic accidents, causing many deaths related to passenger buses, sleeper buses, and container trucks. The traffic diversion according to Decision 1747/QD-CDBVN of the Vietnam Road Administration has the potential to cause many traffic accidents as warned, increasing the number of traffic accidents, pushing "risks" to the locality and people of Quang Tri province.

The National Assembly Delegation of Quang Tri Province said that the Cam Lo - La Son Expressway project, which was put into operation by the Ministry of Transport in early 2023, has been very effective in socio-economic development, traffic diversion and regulation, and reducing traffic pressure on National Highway 1, given that Dong Ha City does not have a bypass.

To ensure safety for people participating in traffic on National Highway 1, the National Assembly Delegation of Quang Tri province proposed that the Ministry of Transport and the Vietnam Road Administration consider adjusting traffic flow in the following direction:

Allow passenger vans with more than 30 seats, sleeper buses, and vehicles with ≥ 6 axles (including monocoques and tractor-trailer combinations) to operate on Cam Lo - La Son Expressway (because the speed limit on the expressway is not high (≤ 80km/h); transfer cars and passenger vans with less than 24 seats to operate on National Highway 1.

Thus, organizing traffic with mixed lanes, at the same time, passenger cars can pick up and drop off passengers on the highway to suit the needs of the people. Dividing traffic according to this plan will certainly reduce the risk of traffic accidents for the entire National Highway 1 section through Quang Tri and Thua Thien Hue in general and for the people of Quang Tri in particular.
