The meeting was held in live and online format connecting to 34 points at the People's Committees of provinces and cities and more than 3,300 points in communes and wards nationwide. At the point of the Rescue Department (General Staff of the Vietnam People's Army), Lieutenant General Thai Dai Ngoc, member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army chaired.

At the beginning of the meeting, the organizing committee announced Decision No. 1585/QD-TTg dated July 23, 2025 on reorganizing the National Civil Defense Steering Committee; National Steering Committee for Natural Disaster Prevention and Control; National Committee for Incident Response, Natural Disasters and Search and Rescue into the National Civil Defense Steering Committee.

Speaking at the meeting, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh expressed his condolences to the families of the victims of the capsized ship Vinh Xanh 58 QN-7105 in Ha Long Bay ( Quang Ninh province) on the afternoon of July 19 and to the people affected by the recent storm No. 3. Prime Minister Pham Minh Chinh said that implementing the Law on Civil Defense (effective from July 1, 2024) and the organization of the two-level government system, the meeting aimed to unify the force, assign and define tasks in the work of natural disaster prevention, control and search and rescue; evaluate the results of natural disaster prevention, control and search and rescue work from the beginning of 2025 to present, and the direction for implementing tasks in the coming time.

At the conference, on behalf of the Ministry of National Defense, General Nguyen Tan Cuong reported and clarified some results of the Ministry of National Defense's leadership of civil defense work in 2024 and the first months of 2025. Regarding the direction of implementing key tasks in the coming time, General Nguyen Tan Cuong requested ministries, branches and localities to focus on leadership and effectively implement the Resolutions of the Party and Government on civil defense, incident response, natural disasters and search and rescue. Strictly maintain the on-call regime for civil defense at all levels; regularly monitor and grasp the situation; promptly propose to the Government and the Prime Minister to direct and direct civil defense activities in all cases; advise on the mobilization of forces and means to participate in response, overcoming and search and rescue, not to be passive or surprised in any situation.

Strengthen the Civil Defense Command Committee at all levels according to regulations; develop operating regulations, ensuring clear identification of people, tasks, and responsibilities of agencies and organizations. Continue to review and supplement the system of legal documents on civil defense, meeting practical needs and being consistent with the organizational structure and apparatus of the political system and local government organizations at two levels.

Review and adjust civil defense plans, ensure the connection between economic development and improving the ability to withstand incidents, natural disasters, and catastrophes to ensure people's safety; improve organization and staffing, supplement functions and tasks, invest in equipment for specialized and part-time agencies and units, ensure leanness, strength, unity, synchronization, effective and efficient operations, and meet mission requirements.

Innovate and improve the quality of education, training, coaching, and drills; renovate and upgrade the system of training grounds and drills for agencies, units, specialized and part-time forces; introduce new and complex situations and equipment into training, coaching, drills, research, and experience sharing, as a basis for perfecting plans to prevent, respond to, and overcome the consequences of accidents, incidents, natural disasters, catastrophes, epidemics, and the environment.

Strengthen information and propaganda work on civil defense activities, skills, and sense of responsibility for preventing, responding to, and overcoming accidents, incidents, natural disasters, catastrophes, epidemics, and the environment. Actively cooperate with countries, international and regional organizations; do a good job of inspecting, summarizing, and concluding civil defense activities.
