Faced with the complex developments of storm No. 5, Quang Tri province has proactively and urgently deployed synchronous response measures, with the top priority being to ensure absolute safety for the people. The evacuation and relocation of residents from dangerous areas was carried out urgently and on time, with the participation of the entire political system from the province to the grassroots.
According to the updated report as of 5:00 a.m. on August 25, the entire province has completed the evacuation of 1,362 households with 4,139 people to safety. The evacuation was mainly carried out on-site, moving people from temporary, non-permanent houses to more permanent structures such as commune People's Committee headquarters, schools, and community cultural houses. These are all shelters that have been screened and prepared in advance, with full logistics plans, ensuring accommodation, drinking water, food, medicine, and essential necessities.
Police, border guards and militia forces were assigned to directly maintain security and order at evacuation sites. Localities also proactively organized visits and cared for people during the storm, paying special attention to the elderly and children.
Quang Tri province has identified the evacuation of people as a key task in the prevention and control of storm No. 5. With the spirit of "leaving no one behind", authorities at all levels have urgently implemented the evacuation plan immediately after receiving warnings about the dangerous direction of storm Kajiki. This storm has strong winds of level 14, gusts of level 17, a wide range of influence both at sea and on land, accompanied by widespread heavy rain in many localities in the province.
The province has also identified 85 locations at high risk of landslides, mainly in mountainous areas, along rivers, and on steep hills. Based on that, the Provincial People's Committee has directed localities to develop and complete specific evacuation plans for each household. The evacuation reception points are carefully prepared, with means of transport, rescue teams at the commune level, and on-site logistics teams ready to deploy immediately when an incident occurs.
The management and anchoring of vessels has also been carried out resolutely. As of the morning of August 25, 8,711 vessels with 24,126 workers have safely anchored at ports and wharves. Only 14 vessels/72 workers are still operating in safe waters, maintaining regular contact and receiving timely instructions for prevention. In addition, 552 fishing boats from other provinces and 59 cargo ships and barges with 272 crew members have also been arranged to anchor safely, with support forces providing temporary accommodation and taking care of their lives.

Quang Binh Provincial Party Secretary Le Ngoc Quang requested units to prepare forces, means, and materials to promptly handle all situations. Ensure the safety of the dam system, dykes, boat anchorage areas, and key works; proactively harvest rice and crops for the 2025 Summer-Autumn crop, minimizing damage in agricultural production.
Organize 24/7 on-duty and command duty; ensure smooth and timely communication and information systems; mobilize sufficient forces and means for rescue, security and order maintenance when required; prepare adequate medicines, equipment, emergency plans and health care for the people; check and ensure traffic safety, promptly handle incidents; protect infrastructure works, especially bridges, culverts, and arterial roads.
The Provincial Party Secretary requested to deploy plans to prevent storms, heavy rains, flash floods, landslides, and inundation according to the "four on-site" motto; review and prepare plans to evacuate people in vulnerable and high-risk areas to safe places; absolutely do not be surprised or passive.
The leaders of local Party committees and authorities must directly stay close to the area and work with the people to prevent storms. During the time the storm makes landfall until it is safe, people are required to stay off the streets, especially at boat mooring areas, construction sites, makeshift camps, and areas at risk of landslides. People in dangerous areas must be resolutely evacuated to safety.
