Quang Yen: Unleashing the endogenous power of culture

Culture is the good values in society, towards truth - goodness - beauty. President Ho Chi Minh once said "Culture lights the way for the nation to go". Imbued with his viewpoint, in recent years, Quang Yen town has always paid attention to building a rich human culture to promote the role of culture in the socio-economic development of the locality.

Mr. Ngo Dinh Dung, Head of the Department of Culture of Quang Yen Town, shared: Correctly recognizing Uncle Ho's thoughts on the role of culture in the cause of building, protecting and developing the country, as well as in the development of the locality, in each period, the Party Committee and the government of Quang Yen Town have proactively studied and skillfully applied the system of his viewpoints and the guiding documents of the Central and the province on building and developing culture in the process of planning socio-economic development policies, firmly ensuring national defense and security of the locality.

Accordingly, in order to effectively apply Uncle Ho's views on culture to local practice, in recent times, Quang Yen Town has focused on promoting propaganda and education to raise awareness of the entire political system and people about building Quang Yen people with all the characteristics of Vietnamese people as defined in Resolution No. 33-NQ/TW dated June 9, 2014 of the Central Executive Committee (term XI), namely: "Patriotism, humanity, loyalty, honesty, solidarity, diligence, creativity", and Resolution No. 11-NQ/TU, dated March 9, 2018 of the Provincial Party Executive Committee, namely "Dynamic - Creative - Generous - Healthy - Civilized - Friendly" and imbued with the cultural characteristics of the people of the heroic land of Bach Dang Giang.

In addition to propaganda work, the town has also focused on innovation, improving the effectiveness and efficiency of state management of culture. Comprehensively and synchronously developing the fields of culture, cultural environment, cultural life, absorbing the cultural quintessence of the times. In the past 10 years alone, the People's Committee of Quang Yen town has issued 14 important decisions and plans of a phased nature to direct the implementation of solutions on cultural construction and development. The directive documents have been implemented by agencies and units and reported periodically every year.

Notably, implementing the province's 2024 working theme on "Developing culture and people rich in Quang Ninh identity", Quang Yen Town has clearly identified the key content and assigned specific responsibilities to each agency, unit and locality. In particular, the town focuses on implementing Resolution No. 17-NQ/TU, dated October 30, 2023 of the Provincial Party Committee on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development.

With the people-centered viewpoint, the town has also focused on building a healthy and civilized cultural environment, improving the cultural life of the people; focusing on building civilized codes of conduct in agencies, units, and in the community, especially in cyberspace, promoting positive values of family and social traditions and customs.

Implementing the direction of superiors, all levels, sectors, localities and units in the town have also proactively deployed emulation movements to build "Cultural families", "Cultural residential areas", the movement "All people unite to build a cultural life" and the campaigns "All people unite to build new rural areas, civilized urban areas", "Building drug-free communes and wards"...

At the same time, the town directs and guides villages and neighborhoods to edit and supplement conventions and village covenants and propagate them to create a widespread effect in the community; at the same time, put the criteria for building a digital society and digital citizens into conventions and village covenants to compete in households and communities every year...

The above activities have promoted the improvement of the quality of cultural life at the grassroots level; created a clear change in behavioral culture and communication in the family, community, public places and online environment.

With many efforts of the Party Committee and the Government of Quang Yen Town in caring for, building and developing culture and people in recent years, it has been duly rewarded. Quang Yen has gradually built and formed cultural standards and personalities of Quang Ninh people to meet the requirements set forth in the period of promoting industrialization, modernization and international integration in the heroic homeland of Bach Dang Giang.

Notably, up to now, Quang Yen town still preserves more than 210 historical and cultural relics, including Bach Dang historical relic which is a special national relic, 38 relics ranked at national level, 15 relics at provincial level. Along with that, intangible cultural heritages with cultural characteristics of the Northern Delta region are preserved and effectively promoted, with the intersection between tradition and modernity, leaving a strong mark on the spiritual and cultural life of the people in the heroic homeland of Bach Dang Giang. These are also invaluable cultural heritages in the cause of preserving and promoting national cultural identity, building grassroots cultural life, educating traditions to build new people as well as developing local economy and tourism...

In particular, thanks to the good promotion of cultural values according to Uncle Ho's ideology and viewpoints, associated with the goal of building and developing a culture and people of Quang Yen with rich identity, in recent times, Quang Yen town has aroused and promoted well the endogenous resources in the people; creating a great driving force for the locality to develop rapidly and sustainably. Thereby, contributing to the early successful implementation of the goal of building Quang Yen into a city by 2025.
