National Assembly approves six additional general positions for police

On the afternoon of June 22, the National Assembly passed the Law amending and supplementing a number of articles of the Law on People's Public Security, including adding 6 general positions to the police.

Specifically, the seconded police officer approved for the position of Chairman of the National Assembly's Defense and Security Committee has the highest rank of Senior Lieutenant General.

The five positions with the highest rank of Major General include the Principal of the People's Police University; Principal of the People's Security University; an Assistant to the Politburo member and Minister of Public Security; and two Deputy Director positions at units under the Ministry of Public Security .

Presenting the previous report on acceptance and explanation, Chairman of the National Defense and Security Committee Le Tan Toi said that the determination of the number of general positions had been carefully considered and evaluated, placed in the overall correlation with the number of general positions of the People's Army and had been decided by the competent authority.

The current Law on the People's Public Security stipulates 199 positions with the rank of general; each position has been specifically stipulated in the Law and in the Resolution of the National Assembly Standing Committee. This draft Law adds six positions with the highest rank of general to complete the number of positions according to the decision of the competent authority.

Increase the service age of police officers and non-commissioned officers

The newly passed amended law stipulates an increase of 2 years of service for officers and non-commissioned officers in the police; female officers with the rank of colonel will be increased by 5 years, female officers with the rank of lieutenant colonel will be increased by 3 years; female general officers will still retain the current age of 60.

Mr. Le Tan Toi said that there were opinions requesting an assessment of the impact and explanation of the increase in the maximum service age of officers, non-commissioned officers and police workers. The National Assembly Standing Committee said that the cost of increasing the service age (salaries for officers whose service age is extended) is less than the cost of paying salaries to newly recruited officers and soldiers, pensions for retired officers, and training and development costs for newly recruited officers to replace them.

Regarding the staffing, increasing the service age of officers, non-commissioned officers and police workers means not having to recruit citizens to replace officers and non-commissioned officers when their service age expires; not increasing the staffing in the force but also making maximum use of the experience and expertise of this force.

Increasing the maximum service age also increases the amount of money contributed to the Social Insurance Fund and the Health Insurance Fund; at the same time, increasing the time of social insurance payment so that officers and soldiers can achieve the highest pension rate.

In addition, the regulations on the maximum service age of officers and non-commissioned officers have been carefully studied and evaluated based on the institutionalization of the Party and State's guiding views on adjusting the retirement age and reforming social insurance policies. This content inherits the provisions of the 2018 Law on the People's Public Security on the maximum service age; is consistent with the provisions of the Labor Code; and is consistent with the practical working and combat conditions of each position and rank.

Based on the regulations on the highest service age for each rank, the Minister of Public Security will prescribe the service age for positions and titles in accordance with the specific nature of each force, unit and the specific position, area and field of work of each individual. In case of working in a arduous, dangerous and toxic environment, early retirement is allowed according to the provisions of the Labor Code.

The Law amending and supplementing a number of articles of the Law on People's Public Security takes effect from August 15.
