The 9th session of the National Assembly will open early, from early May, and will resolve many issues related to merging provinces and abolishing the district level.
The National Assembly Standing Committee closed its 43rd session this afternoon. In his concluding remarks, National Assembly Chairman Tran Thanh Man said that after 2.5 days of work, the Standing Committee had completed 12 contents.
Delegates basically agreed on 7 draft laws to be submitted to the National Assembly at the 9th session, including: Law on Special Consumption Tax, Law on Corporate Income Tax, Law on Amendments and Supplements to the Law on Product and Goods Quality, Law on Railways (amended), Law on Personal Data Protection, Law on State of Emergency, Law on Participation in United Nations Peacekeeping.
The National Assembly Chairman requested that agencies receive comments from the Standing Committee to complete the draft law and documents sent to National Assembly deputies on time and according to regulations.
Regarding issues with different opinions, the National Assembly Chairman requested that agencies discuss and come up with a unified plan, in the spirit of ensuring socio-economic growth, national defense, security... If there are still different opinions, the National Assembly Vice Chairmen, Deputy Prime Ministers and relevant agencies must resolve them to the end.
At this meeting, the National Assembly Standing Committee also voted to agree to the proposal to issue a decree to reduce land rent in 2024... The Standing Committee gave opinions on the summary report of the 9th extraordinary session of the National Assembly and reviewed the report on the People's Petitions work in February.
Regarding the upcoming work, the National Assembly Chairman said that in order to implement the process of amending the Constitution and laws according to Conclusions 126 and 127 of the Politburo and Secretariat, the 9th National Assembly session is expected to open early in May, right after the April 30-May 1 holiday.
The National Assembly Chairman emphasized that the workload for the 9th session is huge, including laws that need to be passed before June 30. Therefore, the Ministry of Justice, the Ministry of Finance, the Ministry of Agriculture and Environment and relevant agencies need to submit draft laws and documents that ensure content, quality and compliance with regulations.
He said that there are less than 2 months left until the National Assembly session, time is very urgent, with many important contents.
The Standing Committee is expected to hold another meeting later this month to give opinions on preparations for the National Assembly session and other matters.
"In mid-April, after the competent authority meets, the National Assembly Standing Committee will have to meet continuously to adjust commune-level administrative boundaries, and must arrange about 60-70 remaining commune-level administrative boundaries," Mr. Man said.
The April session of the National Assembly Standing Committee is scheduled to last 10 days, organized in two sessions. The Standing Committee will review more than 45 contents, not including laws that need to be amended according to Conclusion 127, and laws and resolutions of the Government that are expected to be proposed for addition.
During the period between the two sessions, the Standing Committee will organize a conference of specialized National Assembly deputies to collect opinions on a number of draft laws and other important issues before submitting them to the National Assembly at the 9th session.
The National Assembly Chairman requested that National Assembly agencies coordinate more closely with the Government, ministries and branches; have a proactive and scientific working plan, report to the Chairman and Vice Chairmen of the National Assembly on arising issues for direction; continue to promote a sense of responsibility, focus highly, make more efforts, and determine to give the highest priority to preparing for the 9th session.
