To prevent this situation, Quoc Oai district has directed units and localities to resolutely inspect, review, and strictly handle violations to maintain legal discipline.

Mass processing of violating constructions
In the first quarter of 2025, in Quoc Oai district, there were 66 cases of land violations and 3 cases of construction order violations. Violations occurred most frequently in the communes of Dong Quang, Sai Son, Hoa Thach, Hung Dao and Quoc Oai town.
Nguyen Duc Toan, Head of the Construction and Urban Order Management Team of Quoc Oai District, said that due to the increasingly complicated developments of land and construction order violations, the Team has coordinated with communes and towns to patrol, check, and handle on Saturdays and Sundays, but still cannot keep up. Up to now, local authorities have only mobilized to dismantle and enforce clearance in 28 cases, while the remaining 38 cases are completing the processing steps.
In Dong Quang commune, there were 19 cases of construction on agricultural land. Chairman of the People's Committee of the commune Vuong Duy Hung said that on March 20, the locality coordinated with the district's functional forces to mobilize 7 households to voluntarily dismantle illegal constructions; 3 households that did not comply were forced to be evicted; the remaining 9 cases asked to voluntarily dismantle the violations but were not thorough...
Similarly, in Sai Son commune, 15 violations related to improper land use, encroachment on public land and illegal construction occurred. On March 26, the commune coordinated with district agencies to organize the forced demolition of 8 illegal constructions. Currently, the commune People's Committee continues to verify the owners of 7 cases and prepare violation records for handling at the end of April. Regarding violations of construction order at Mot Mai Pagoda (part of the Thay Pagoda relic complex), the commune's functional forces are coordinating with the district's Department of Culture, Science and Information to propagate and mobilize the abbot to move the wooden furniture factory out of the relic site.
The above evidence is only part of the violations that are happening in Quoc Oai district. In fact, there are still some subjects taking advantage of the time of restructuring and streamlining the apparatus to commit violations of land and construction law. If these violations are not prevented from the beginning, they will cause waste of resources, loss of aesthetics, and even leave long-term consequences that are difficult to overcome and damage to the violators themselves...
Proposal to prosecute intentional violations
On the afternoon of April 17, at a working session with the chairmen of the People's Committees of communes, towns and specialized departments, Chairman of the People's Committee of Quoc Oai District Nguyen Truong Son said that from now until July 1, the district-level government will stop operating. This is a sensitive time, and subjects often take advantage to violate land and construction order, causing many difficulties for management work. Therefore, in the next 2 months, localities must tighten land management to prevent violations from arising.
In the immediate future, to promptly detect any potential violations, Quoc Oai district has directed the Construction and Urban Order Management Team and the District Department of Agriculture and Environment to strengthen inspections and checks on compliance with legal regulations on land and construction order in the area. Accordingly, units must send officers to patrol and check during the April 30 and May 1 holidays to promptly prevent violations. When inspecting, it is necessary to clearly identify the type of violation, the origin of the land, and the violators; use flycams and take photos of each violation, assess the level, area of the violation, and the progress of handling by localities, etc.
For commune and town authorities, 38 land violations and 3 construction order violations that have arisen since the beginning of the year must be thoroughly handled, and must be completed by May 15 at the latest. At the same time, violations and the handling process must be publicized on the radio 3 times a day for people to monitor. In addition, localities must step up propaganda and dissemination of land laws to create changes in awareness among officials, party members, and people.
“Every week, the Vice Chairman of the District People's Committee in charge of economics organizes a conference to review land management and construction order to monitor the progress of handling violations by localities. When discovering any locality hiding violations or any individual covering up violations, it is recommended that the Standing Committee of the District Party Committee and the District People's Committee consider strict discipline,” Chairman of the District People's Committee Nguyen Truong Son requested.
For cases of intentional violations, the Chairman of the People's Committee of Quoc Oai district assigned the Department of Justice, the District Inspectorate, and the Department of Agriculture and Environment to study the provisions of the law, collect documents for the district to send an official dispatch to the City Police to investigate and prosecute the case. It can be affirmed that Quoc Oai is determined to prevent the situation of taking advantage of the time of arranging the administrative apparatus at all levels to violate the law in the fields of land, construction order, etc.
