The content and field of coordination is linking socio -economic development in the midland and mountainous regions of the North.
This Regulation stipulates the organization of activities and coordination of the Northern Midlands and Mountains Coordination Council to create unity and synchronization to implement the goal of green, sustainable and comprehensive development orientation for the Northern Midlands and Mountains.
The Northern midland and mountainous regions specified in this Regulation include the following localities: Ha Giang, Tuyen Quang, Cao Bang, Lang Son, Lao Cai, Yen Bai , Thai Nguyen, Bac Kan, Phu Tho, Bac Giang, Hoa Binh, Son La, Lai Chau, Dien Bien.
Coordination principle
According to the Regulations, the coordination principle is to comply with the Constitution and relevant legal provisions on mechanisms and policies for socio-economic development and ensuring national defense and security in the Northern midland and mountainous regions.
The content and field of coordination is the linkage of socio-economic development in the midland and mountainous regions of the North. Coordination must be ensured according to the principles of consensus, equality, publicity, transparency and compliance with legal regulations.
Coordination activities are carried out through the Regional Coordination Council Conference. Based on the contents of socio-economic development policies and guidelines, ministries, branches and localities in the region discuss to agree, unify and implement the contents of linkage and coordination.
The responsibility for organizing and implementing coordination work is assigned to ministries, branches and localities with functions, tasks and powers related to or most affected by the fields and tasks requiring coordination.
For issues that do not reach consensus or are beyond the decision-making authority of ministries, branches and localities in the Northern midland and mountainous region, based on the proposal of the Regional Coordination Council, the Chairman of the Regional Coordination Council shall report to the competent authority for consideration and decision in accordance with current law provisions.
Coordination method
The Regulations specifically stipulate coordination methods for: Planning and implementation; investment and development; training and employment; building mechanisms and policies; resolving regional linkage issues; regional linkage coordination plans; regional information system database.
Regarding planning and implementation, the Regulation stipulates that the preparation and implementation of regional, national sectoral plans, provincial plans and related plans in the Northern midland and mountainous region for the period 2021 - 2030, with a vision to 2050, must be coordinated to ensure integration, consistency and synchronization between plans, in which the main areas that need coordination include: connecting transport systems; education and training; health; forest resources, water resources; biodiversity conservation; land management; environment, mining and processing industry; high-efficiency agriculture .
Coordination in the process of making regional, national sectoral plans, provincial plans and other related plans in the Northern midland and mountainous region must be carried out in accordance with the law on planning and current regulations to ensure consistency, synchronization and hierarchy.
Coordination in the process of organizing the implementation of the planning: After the planning is approved by the competent authority, the agencies and localities managing the planning are responsible for organizing the announcement and publicization of the planning, developing a plan to implement the planning, and implementing investment promotion activities to attract domestic and foreign investors and economic sectors to participate in the implementation. Ministries, branches and localities, based on their assigned tasks, organize the implementation and are responsible for coordinating in monitoring and inspecting the implementation of the planning.
Regarding training and labor use , the Regulation clearly states coordination in investing in the construction and development of higher education facilities, vocational education facilities and human resource training facilities for localities in the region.
Coordinate in regulating and using labor, labor from areas converting agricultural land use purposes, labor in industrial parks and export processing zones. Orient, guide, coordinate to support job referrals, cooperate in labor arrangement, and handle labor disputes when necessary.
Coordinate in the construction and arrangement of housing and essential works for workers in industrial parks and export processing zones; in resolving social evils, security and order issues, and social safety.
