The specific regulations regarding vehicle horns aim to enhance traffic safety and ensure that the horn systems on transport vehicles meet requirements for volume and stability. Accordingly, vehicle inspectors will check the horns by pressing the horn and observing and listening to the sound produced. Evaluation criteria include the sound must be continuous, stable in volume, and the horn must be installed in the correct position and functioning normally.
If there is any doubt about the sound volume (too low or too high), the inspector will use a sound level meter to determine it. The meter's microphone will be placed 7 meters from the front of the vehicle, at a height between 0.5 and 1.5 meters above the ground. The measured sound level must be between 87 dB(A) and 112 dB(A), ensuring the sound is loud enough to provide a warning but does not cause noise pollution.
A new set of vehicle inspection criteria may be introduced starting in 2025.
In addition to regulations on horns, the draft also addresses the control of engine noise levels. If the noise emitted from the vehicle exceeds the permissible limit, the inspector will measure the noise level at the exhaust pipe according to TCVN 7880 standards. To ensure quietness in the traffic environment, the adjusted noise limits are set based on each type of vehicle.
Specifically, passenger cars, light trucks, light buses, and vehicles with a total weight under 3,500 kg must ensure that noise levels do not exceed 103 dB(A). Meanwhile, heavy vehicles with a weight over 3,500 kg and engines with a power output under 150 kW are permitted to emit sound levels not exceeding 105 dB(A). For vehicles with higher engine power, the limit is 107 dB(A). Special motor vehicles such as crane trucks will have a maximum noise level of 110 dB(A).
The application of this national technical standard from 2025 will not only help improve the quality of vehicle inspections but also contribute to improving traffic safety and reducing noise pollution caused by vehicles.
At the same time, this is also a measure to ensure that vehicles participating in traffic have horns and sound systems that meet standards, helping drivers use horns appropriately and avoiding misuse or excessive use of horns that cause inconvenience to other road users.
