The Ministry of National Defense issued Circular No. 105/2023/TT-BQP dated December 6, 2023, stipulating health standards and health examinations for subjects under the management of the Ministry of National Defense , including regulations on military service health examinations.
Accordingly, Circular 105/2023/TT-BQP stipulates health standards and health examinations for subjects under the management of the Ministry of National Defense, including: Standards and classification of health examinations; Health examination for military service; Management and health examination of reserve soldiers; Health examination for military recruitment; Health examination for recruitment into the cadre team; Training of reserve officers called to active service; Recruitment of professional soldiers, workers and defense officials; Responsibilities of agencies, organizations and individuals in health examinations for subjects under the management of the Ministry of National Defense.
Standards for medical examination and assessment of military pilots, airborne forces, paratroopers, and submarine sailors are not subject to Circular 105/2023/TT-BQP.
Health standards, periodic health check-ups, health check-ups according to mission requirements for officers, professional soldiers, non-commissioned officers, soldiers on active duty; defense civil servants, defense workers and public employees are implemented according to Circular 37/2021/TT-BQP regulating classification, health check-ups, and decentralization of health management tasks for soldiers, defense civil servants, defense workers and public employees.
Health standards according to Circular 105/2023/TT-BQP
Pursuant to Article 4 of Circular 105/2023/TT-BQP, health standards are stipulated as follows:
First, health standards for military service.
General standards: Meet health level 1, 2, 3 as prescribed in Article 5, Article 6 of Circular 105/2023/TT-BQP; Not to be called for military service for citizens addicted to narcotics and drug precursors as prescribed in Decree 57/2022/ND-CP regulating the list of narcotics and precursors.
Specific standards: Some specific health standards in military service selection are prescribed by the Minister of National Defense.
Second, health standards for military recruitment for regular university, college, and intermediate training; military recruitment for university and college training in basic military fields.
General standards: Meet health level 1, type 2 as prescribed in Article 5, Article 6 of Circular 105/2023/TT-BQP.
Specific standards: Comply with the regulations of the Ministry of National Defense on admission to military schools.
Third, health standards for recruitment into the cadre team; training of reserve officers called into active service.
General standards: Meet health level 1, type 2 as prescribed in Article 5, Article 6 of Circular 105/2023/TT-BQP.
Specific standards: For the position of technical professional in a narrow field, it is difficult to attract human resources for the army as prescribed by the Minister of National Defense.
Fourth, health standards for recruiting professional soldiers, workers and defense officials.
General standards: Meet health level 1, 2, 3 as prescribed in Article 5, Article 6 of Circular 105/2023/TT-BQP.
Specific standards: For the recruitment of professional soldiers, workers and defense officials with narrow technical expertise and difficulty in attracting human resources for the army, as prescribed by the Minister of National Defense.
Astigmatism still have to do military service
Health standards for military service from 2025 will apply new regulations according to Clause 1, Article 4 of Circular 105/2023/TT-BQP, specifically as follows: Achieve health level 1, type 2, type 3 according to regulations in Article 5, Article 6 of Circular 105/2023/TT-BQP.
Regarding health standards, they will be implemented according to Article 5 of Circular 105/2023/TT-BQP, specifically as follows: Standards for classification by physical strength will be implemented according to regulations in Section I, Appendix I issued with Circular 105/2023/TT-BQP. Standards for classification by diseases and health problems will be implemented according to regulations in Section II, Appendix I issued with Circular 105/2023/TT-BQP.
In which, the eye classification standards, specifically astigmatism, from the 2025 military service period, there will be a change in the classification score compared to the current regulations in Joint Circular 16/2016/TTLT-BYT-BQP as follows:
For physiological astigmatism or <1D will be classified as type 2 (corresponding to score 2 - Indicates good health).
For astigmatism greater than or equal to 1D, it will be classified as type 3 (corresponding to score 3 - Indicates fair health condition)
Astigmatism that has been surgically corrected and is no longer astigmatism will be scored according to section 1.1, part 1, Section II, Appendix issued with Circular 105/2023/TT-BQP and increased by 1 point.
According to regulations on health standards for military service, if citizens have astigmatism classified as type 2 and type 3 as mentioned above, they still meet the health standards for military service.
As for the current regulations in Joint Circular 16/2016/TTLT-BYT-BQP, all types of astigmatism will be classified as health type 6, which means score 6 - Indicates very poor health. At that time, citizens will not be eligible for military service because the regulations only select citizens with health types 1, 2, 3.
Thus, a person with astigmatism who is scored 2 and whose other health criteria are not scored 3, 4, 5, or 6 will have a health level of 2, and will be eligible for normal military service.
Similarly, a person with astigmatism who is scored 3, but has no other health criteria scored 4, 5, or 6, will have health category 3, and will be eligible for normal military service.
