One-Stop Department Organization
The Decree specifically regulates the organization of One-Stop-Shop Departments at ministerial, provincial and communal levels.

1- At the department level
Based on the number of administrative procedures under their jurisdiction, the frequency of receiving dossiers and the arrangement of headquarters, the Minister and Head of a ministerial-level agency shall decide to establish a Reception and Result Delivery Unit at the ministry or ministerial-level agency directly under the Office of the ministry or ministerial-level agency or at an agency or unit directly under the Ministry or ministerial-level agency. In case of establishing a Reception and Result Delivery Unit at an agency or unit directly under the Ministry or ministerial-level agency, the Office of the ministry or ministerial-level agency shall monitor, supervise and urge the implementation of the one-stop and inter-connected one-stop mechanism at these agencies or units through the Ministry-level administrative procedure handling information system.
For central agencies organized according to the vertical sector system at the local level, the head of the agency shall arrange for cadres, civil servants and public employees to work at the Provincial Public Administration Service Center and the Commune Public Administration Service Center to receive and handle administrative procedures for administrative procedures under the authority specified in Point c, Clause 2, Article 14 of this Decree.
Based on the principles and other provisions of this Decree, the Minister of National Defense and the Minister of Public Security shall decide on the implementation of the one-stop shop and inter-connected one-stop shop mechanisms in accordance with the working conditions of each ministry.
Pursuant to this Decree, other provisions of law, relevant international treaties that the Socialist Republic of Vietnam has signed or joined, and the conditions and circumstances of each country and each locality, the Minister of Foreign Affairs decides on the implementation of the one-stop shop and inter-connected one-stop shop mechanism to handle administrative procedures at diplomatic missions, consular missions, and representative agencies of Vietnam at international organizations abroad.
2- At the provincial /municipal level
a) The Provincial People's Committee decides to establish the Provincial Public Administration Service Center as an administrative organization under the Office of the Provincial People's Committee, with its own seal and account to perform assigned tasks and powers.
b) In centrally-run cities, based on the consideration of the specific characteristics of population management, organization of urban life, assessment of the level of application of science, technology, innovation and digital transformation in the city, the City People's Committee decides to establish a Provincial Public Administration Service Center as an administrative organization under the City People's Committee (hereinafter referred to as the One-level Public Administration Service Center) and decides on the number of branches under the One-level Public Administration Service Center to perform tasks within the locality.
In case this model is not selected, the City People's Committee shall decide to establish a Provincial Public Administration Service Center according to the provisions of Point a above.
3- At commune level
The People's Committee at the commune level decides to establish the Commune-level Public Administration Service Center as an administrative organization under the People's Committee at the commune level, with its own seal and account to perform assigned tasks and powers.
The People's Committee at the commune level decides on the arrangement of reception points and return of administrative procedure settlement results of the Commune-level Public Administration Service Center in the locality based on the natural area, population size, socio-economic conditions of the locality and the number of administrative procedure records.
Do not organize a Commune-level Public Administration Service Center under the Commune People's Committee in localities that choose the model of a one-level Public Administration Service Center under the Provincial People's Committee.
4. Based on the actual situation, the Minister, Head of a ministerial-level agency, Chairman of a provincial People's Committee shall decide on the implementation of the mechanism for assigning public postal service providers and service providers to perform support work to undertake one or several tasks in the process of guiding, receiving, digitizing records, and returning results of administrative procedure settlement according to the provisions of law on bidding.
Duties and powers of the One-Stop Department
According to Decree 118/2025/ND-CP, the One-Stop Section is responsible for promptly and fully publicizing by electronic means or in writing the list and contents of administrative procedures under its jurisdiction and implemented at the One-Stop Section in accordance with the provisions of law on administrative procedure control and relevant legal provisions; at the same time, supporting organizations and individuals having difficulty in accessing public information on electronic means.
Guide, receive, check the validity and completeness of documents according to regulations; digitize and transfer documents to competent authorities to handle administrative procedures; return administrative procedure handling results to organizations and individuals according to regulations of law; collect fees, charges, and financial obligations (if any) according to regulations; refuse to accept documents that do not comply with regulations.
Coordinate with relevant agencies and units to resolve and return settlement results to organizations and individuals in cases where administrative procedures require same-day settlement or administrative procedures are assigned or authorized to officers, civil servants and public employees at the One-Stop-Shop to resolve; support organizations and individuals in performing online public services; request competent settlement agencies and relevant agencies and units to provide information and documents serving the work of receiving and resolving administrative procedures...
Scope of receiving administrative procedures at the One-Stop Department
The Decree clearly states that the Reception and Result Delivery Department at the ministerial level receives administrative procedures under the authority of resolution or inter-resolve of units under the ministry or ministerial-level agency. The Reception and Result Delivery Department at agencies and units under the ministry or ministerial-level agency receives administrative procedure records under the authority of resolution or inter-resolve of its agencies and units.
Provincial Public Administration Service Centers and Commune Public Administration Service Centers receive administrative procedures regardless of administrative boundaries within the province, including:
- Administrative procedures under the authority of the provincial People's Committee, the Chairman of the provincial People's Committee, and specialized agencies under the provincial People's Committee.
- Administrative procedures under the authority of the People's Committee at the commune level, the Chairman of the People's Committee at the commune level, and specialized agencies under the People's Committee at the commune level in the province.
- Administrative procedures are under the jurisdiction or inter-connected resolution of agencies organized according to the vertical industry system at the local level.
- Administrative procedures under the authority of ministries and branches are assigned to localities for receipt.
How organizations and individuals submit documents and receive results of administrative procedure settlement
Organizations and individuals can submit documents and receive results of administrative procedures through the methods prescribed in legal documents regulating administrative procedures:
1. Directly at the One-Stop Department.
2. Through public postal services as prescribed by the Prime Minister, through renting services from businesses, individuals or through authorization as prescribed by law.
3. Online at the National Public Service Portal.
The Decree takes effect from July 1, 2025.
