According to the provisions of Decree No. 154/2024/ND-CP dated November 26, 2024 of the Government : Detailing a number of articles and measures to implement the Law on Residence with regulations on the place of residence of people without a permanent residence or temporary residence, accordingly, people without a permanent residence or temporary residence declare information about residence according to the form of Declaration of change of residence information and submit it online, directly or via public postal service to the residence registration agency at the current place of residence as prescribed.
In case there is no information or the information is incomplete or inaccurate in the National Population Database or the Residence Database, the residence registration agency at the citizen's current place of residence is responsible for receiving the citizen's information and records, checking, verifying and collecting and updating citizen information according to the provisions of law. In case through checking and reviewing, the residence registration agency discovers that the citizen is required to declare information about residence, it is responsible for guiding and requesting that citizen to make the declaration. Within 30 days from the date the residence registration agency requests the citizen to declare information about residence, the citizen is responsible for making the declaration according to the provisions. Photo Collection[/caption] In case of checking and verifying, it is determined that the information about the residence declared and provided by the citizen is incomplete, inaccurate or the information about the citizen cannot be checked and verified, the residence registration agency shall issue a paper or electronic document refusing to accept the declaration of information about the residence and requesting that citizen to re-declare for checking and verification according to regulations, except in cases where the re-declared information is consistent with the previously verified results. The time limit for checking and re-verifying is calculated as the time limit for the first check and verification. Through checking and verifying, if there is a basis to determine that the person making the declaration is a Vietnamese citizen and the information declared by that citizen is complete and accurate, the residence registration agency shall collect and update the citizen's information into the National Population Database to request the identification management agency
of the Ministry of Public Security to establish the personal identification number of the Vietnamese citizen according to the provisions of law. The residence registration agency is responsible for issuing a certificate of residence information when citizens have a need. The content of the certificate of residence information includes basic information about the citizen: Surname, middle name and first name, personal identification number; date of birth; gender; nationality; ethnicity; religion; hometown; place of birth registration; current place of residence; date of residence declaration; surname, middle name and first name of the head of household; relationship with the head of household; personal identification number of the head of household. Citizens who have been issued a certificate of residence information are responsible for registering for permanent residence or temporary residence as soon as they meet the conditions and procedures prescribed by
the Law on Residence ; In case of not meeting the conditions for permanent or temporary residence registration but there is a change in personal information or identity information, the citizen must re-declare to the residence registration agency that issued the certificate of residence information for checking, verifying, reviewing, updating and adjusting information in the National Population Database and the Residence Database. In case of not being able to exploit information proving personal relationships in the databases and information systems, the residence registration agency is responsible for checking and verifying to resolve residence procedures; citizens are responsible for providing a copy, photocopy or electronic copy of one of the papers and documents proving personal relationships when requested by the residence registration agency.
