
To form specialized agricultural areas, right from the early years of construction and reconstruction of the province, the Provincial People's Committee has developed a master plan for agricultural development. Through stages and periods, the Provincial People's Committee has reviewed and supplemented the master plan for agriculture to suit local realities and market trends. With planning and correct policies in attracting investors, with mechanisms for lending capital to people and businesses, attracting labor, from a wild land, greatly affected by war, up to now, our province has formed specialized crop areas with large scales such as: High-quality rice production area in Dien Bien district; fruit trees in Muong Ang, Tuan Giao, Dien Bien; areas for developing industrial crops such as coffee, rubber, macadamia; areas for developing forestry economy ; developing large-scale livestock farming...
According to the Department of Agriculture and Rural Development, by the end of June 2023, the whole province had nearly 20,000 hectares of double-crop rice; 23,878 hectares of corn; 2,640 hectares of coffee; 5,010 hectares of rubber; 612.89 hectares of tea; 2,096 hectares of macadamia and 3,982 hectares of fruit trees. The total livestock herd reached 545,533 heads; over 2,741 hectares of aquaculture. The formation of specialized crop and livestock areas, along with the application of scientific and technological achievements in production, has promoted the continuous improvement of productivity and quality of crops and livestock. People in specialized areas, especially specialized industrial crops with high economic value such as rubber, coffee, rice, fruit trees, etc., have had a good income and stable life.
Along with the implementation of the planning, the Provincial People's Committee issued a plan to implement major programs and projects in agricultural development, restructuring the agricultural sector associated with new rural construction. In 2023, the Provincial People's Committee issued a Plan to convert crop structure on rice fields. At the same time, it continued to direct sectors and localities to coordinate and support enterprises investing in agriculture and rural areas. In the first 6 months of 2023, the whole province had 1 project in the field of agriculture and rural areas approved for investment policy, 3 projects approved for investment policy by the Standing Committee of the Provincial Party Committee, bringing the total number of enterprises investing in agriculture and rural areas to 28 enterprises.
Agricultural and forestry projects associated with specialized areas have been and are being implemented by the province. For example, the Project on developing advantageous and specialty fruit trees, the whole province has 1 fruit tree production area (orange, grapefruit) confirmed with a growing area code with an area of 3 hectares. In Tuan Giao district, a key fruit tree growing area of the province is being formed with a total area of over 550 hectares in the form of linking production and product consumption. Currently, some areas have been harvested, bringing high economic efficiency to growers. In the first 6 months of 2023, Tuan Giao district sold 100 tons of mango to the Central Fruit and Vegetable Company at a selling price of 7,500 - 10,500 VND/kg. Implementing the Project on sustainable forestry economic development, in the first 6 months of 2023, localities have planted 128/415 hectares of forest, organized the incubation of over 1.5 million seedlings for forest planting; units are speeding up the progress of concentrated forest planting to create raw material areas for biomass power plants and other forestry products in 4 districts: Muong Ang, Tuan Giao, Muong Cha and Tua Chua.
Although livestock and poultry farming has not yet developed strongly, the value obtained is lower than that of crop farming, because livestock development is still small-scale in households, lacking mechanisms and policies for people to invest in building large-scale farms. Aquaculture development on hydroelectric reservoirs is still limited. However, with the approved planning, localities such as Nam Po, Dien Bien Dong, Dien Bien have issued resolutions on developing large livestock farming, paying attention to attracting businesses and encouraging people to invest in developing large livestock farming in the direction of farms and family farms. Tua Chua, Muong Cha districts, Muong Lay town promote the advantage of hydroelectric reservoirs to invest and expand cage and raft fish farming models for people to develop their economy.
In order to continue creating new developments for agriculture, in the period of 2021 - 2025, with a vision to 2030, our province continues to review and supplement agricultural planning in the direction of shifting the crop structure on the fields from traditional crops to industrial crops and high-value fruit trees. Accordingly, the Provincial People's Committee directs localities to mobilize and encourage people to change crop structure, restructure agriculture; cooperate with investors and enterprises to implement agricultural development projects, high-tech agriculture. In the immediate future, continue to maintain and stably develop rubber tree areas; speed up the implementation of macadamia planting projects; expand high-value fruit tree growing areas in Muong Ang, Tuan Giao and Dien Bien. For forestry economic development, localities continue to focus on afforestation, attracting enterprises to invest in forestry projects, medicinal plant planting projects under the forest canopy. Regarding rice, the districts of Dien Bien, Tuan Giao, Muong Ang and Dien Bien Phu City focus on developing high-quality rice products in the direction of commodities. Investing and applying science and technology in the stages of rice production in depth, improving the quality, productivity and output of products. At the same time, focusing on attracting businesses to invest in projects and advanced technology lines in the field of rice production. The livestock sector continues to develop in the direction of farms and industries, ensuring biosafety, disease control and environmental protection. Regarding aquaculture, promoting fish farming in hydroelectric and irrigation lakes.
