Accordingly, the scope of the Economic Zone includes: Hoang Van Thu, Tam Thanh, Vinh Trai, Dong Kinh, Chi Lang wards and Hoang Dong, Quang Lac, Mai Pha communes in Lang Son city; Cao Loc town, Dong Dang town and Bao Lam, Hong Phong, Phu Xa, Thuy Hung, Thach Dan, Binh Trung, Hop Thanh, Yen Trach, Tan Lien communes in Cao Loc district; Tan Thanh, Tan My communes in Van Lang district; Dong Giap commune in Van Quan district; and a part of Van An commune in Chi Lang district.

The goal of adjusting the planning is to continue developing the Dong Dang - Lang Son Economic Zone, maintaining its position as the most important land trade border gate in the country, a crucial land transit point connecting China - Vietnam - Southeast Asian countries; and to be a driving force for the development of Lang Son into a green border city associated with a smart border gate with a modern infrastructure system.

Developing the Dong Dang - Lang Son Economic Zone with its new positions and development trends, in the context of international integration and globalization, aims to effectively exploit the potential of the Economic Zone, linked with sustainable development and ensuring ecological environment, gradually developing a circular economy and green economy while ensuring national defense and security, maintaining security and order in the border region, overcoming existing issues in border management cooperation, developing Vietnam-China border trade, contributing to promoting cooperative relations, economic, cultural and social exchanges and ensuring a peaceful, friendly and mutually developing border region...

The Dong Dang - Lang Son Economic Zone has modern technical infrastructure.

According to the plan, the Dong Dang - Lang Son Economic Zone is a comprehensive economic zone, a national and international border gate service and logistics center; and an important gateway connecting China and Southeast Asian countries.

The Dong Dang - Lang Son Economic Zone is one of the centers for trade, services, tourism , and industry in the Northern Midlands and Mountains region. It is an economic zone with modern and synchronized technical and social infrastructure, linked to the development of the expanded Lang Son city; and it is an area of strategic importance for national defense and security.

The characteristics of the Economic Zone will be supplemented and adjusted during the research process for the revised planning.

Spatial development orientation

The Deputy Prime Minister requested that, based on the topography, landscape, infrastructure connectivity, and specific characteristics, research and proposals be made for the spatial development orientation of the Economic Zone, based on the principles of spatial harmony, rational and flexible functional linkages and sharing, and easy control, ensuring consistency with the overall spatial development orientation of the expanded Lang Son city and surrounding areas.
