According to Mr. Vu Quang Khanh, Deputy Head of the Management Board of the Dong Dang - Lang Son Border Economic Zone (Lang Son), the pilot program for two-way goods transportation through dedicated roads and customs clearance points at the Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate pair began on December 10-12.
Details of the pilot program for two-way cargo transportation.
Accordingly, vehicles transporting goods that are exported to the neighboring country, after completing the delivery, are allowed to transport the imported goods back to their home country.
The pilot period will run from December 10, 2025 to December 9, 2026.
The location is the Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate pair. This includes a dedicated cargo transport route in the area of border markers 1119-1120 (Huu Nghi - Huu Nghi Quan), a dedicated transport route in the area of border markers 1088/2-1089 (Tan Thanh - Po Chai), and a customs clearance point in the area of border markers 1104-1105 (Coc Nam - Lung Nghiu).
The pilot program is expected to facilitate traffic flow management, reduce logistics costs, and increase customs clearance capacity.
Leaders of the Dong Dang - Lang Son Border Economic Zone Management Board advise import-export businesses to fully declare and register their needs with the Border Guard and Customs forces.
Note for exporting businesses
Specifically, vehicles transporting goods in both directions must transfer and unload goods at designated loading and unloading areas, ensuring proper inspection and storage in accordance with regulations.
Upon completion of the delivery procedures, vehicles are only permitted to park at the opposite dock for a maximum of 36 hours. Vehicles not subject to two-way travel must depart for their home country within 24 hours of completing the delivery procedures.
Goods on delivery vehicles (for either export or import) must belong to one business or consignor. Agricultural products can only be transported by one vehicle.
Electronic components or other goods must be transported in standard containers or vehicles that meet technical safety standards. For the time being, authorities are not allowing consolidated cargo transport in both directions during the pilot period.
The Border Gate Management Center (under the Dong Dang - Lang Son Border Economic Zone Management Board) is the focal point for implementing the pilot program and is responsible for supporting businesses on both sides in exchanging information on vehicles, goods, etc.
Once things stabilize, businesses from both sides will independently exchange information, agree on implementation, and register with the relevant authorities.
Speaking to Tuoi Tre Online , Major Duong Thanh Tiep - Head of Tan Thanh Border Gate Border Guard Station (Lang Son) - said that the unit has instructed its officers and soldiers to guide and direct vehicles, ensuring smooth two-way goods delivery and receipt, while also disseminating information and guiding businesses to declare and register their needs according to regulations.
According to the Management Board of the Dong Dang - Lang Son Border Economic Zone, the daily volume of exported goods at the province's border gates is normal, and the terminals and yards are operating stably. For example, on December 10th, the total number of import and export vehicles exceeded 1,600, including 379 export vehicles.
