(MPI) - Attending and speaking at the Conference to announce the Ha Giang Provincial Planning for the period 2021-2030, with a vision to 2050, which took place on February 18, 2024, Minister of Planning and Investment Nguyen Chi Dung expressed his emotion and joy at his role as a soldier on this land when the time of fighting to protect the northern border at the Vi Xuyen front was extremely fierce 40 years ago.

Minister Nguyen Chi Dung congratulated Ha Giang on having the Prime Minister approve and announce the Provincial Planning and hoped that on the basis of this planning, Ha Giang will best organize the implementation according to the goals and orientations set out in the planning so that Ha Giang, together with other localities in the region and the whole country, can develop quickly, sustainably and comprehensively.
At the same time, it was emphasized that Ha Giang is a mountainous and border province with a particularly important strategic position, a "fence" of the country in ensuring national defense, security, forest protection and development and water security.
The province is the northern gateway, conveniently connected to the two provinces of Guangxi and Yunnan of China; has rich tourism potential, especially experiential, ecological, and resort tourism; has many famous landscapes, relics, traditional festivals, and historical sites.
Ha Giang people have a tradition of revolutionary heroism, self-reliance, dynamism, creativity, friendliness, hospitality and especially pride, courage, and a desire to rise up.
Besides, Ha Giang also has many difficulties and challenges such as mountainous terrain, rugged, isolated, far from the country's major economic centers, limited development space; Small economy, agricultural economic structure is the main, human resources are qualified, labor productivity is low; Traffic infrastructure is very difficult; Many areas such as border trade economy, tourism development is not commensurate with potential, unsustainable.
Recognizing the importance of planning in socio-economic development; with a sense of responsibility, daring to think, daring to do, overcoming difficulties and challenges, the Party Committee, government and people of Ha Giang province have focused on building and submitting to the Prime Minister for approval the Ha Giang Provincial Planning in Decision No. 1339/QD-TTg dated November 13, 2023.
According to Minister Nguyen Chi Dung, the planning of Ha Giang province was carried out with a strict process, in accordance with regulations; with the direction and responsible participation of Party committees at all levels, authorities and the political system of the province; demonstrating innovative thinking, with strategic thinking and vision and full of aspirations towards comprehensive and sustainable development.
Ha Giang province's planning aims to develop towards green, unique, sustainable and comprehensive; the average growth rate for the entire period of 2021-2030 reaches over 8%. The planning has concretized the policy of the Politburo in Resolution No. 11-NQ/TW on the direction of socio-economic development and ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2045, focusing on strengthening the work of protecting land, forests and people; consolidating national defense, security and foreign affairs; contributing to protecting independence, sovereignty, unity and territorial integrity.
Along with that, the planning of Ha Giang province has shown a breakthrough, having a spillover effect on the province's economic growth, creating new potentials, new spaces, new driving forces and new values, specifically: clearly demonstrating the development orientation of border gate economy, border trade, meeting the trend of opening up and international integration, transit hub, import and export of goods, exchange and development of trade, services, tourism and culture.
“This is not only meaningful in helping Ha Giang break through and develop, but Ha Giang also has the mission of connecting localities in the region as well as localities across the country to develop together,” the Minister emphasized.
At the same time, develop tourism in a professional, quality, effective, green and sustainable direction associated with ecology and culture, creating uniqueness, difference and attraction; Develop typical agriculture according to the value chain of high-quality goods with 2 orientations to ensure food security; Promote the development of a number of typical, endemic and quality agricultural product chains; Develop high-tech, environmentally friendly industry, creating valuable and high-quality products.
Minister Nguyen Chi Dung said that although the Ha Giang Provincial Planning has been approved, the road ahead to implement the planning is extremely important and still faces many challenges and difficulties; at the same time, this is also a valuable opportunity to pave the way for Ha Giang to develop.
Therefore, Minister Nguyen Chi Dung suggested that Ha Giang province should pay attention to a number of issues. First of all, it is necessary to closely follow the directions and management of the Party, Government, and Prime Minister to promptly, synchronously, and effectively implement the tasks and solutions of the province on development in the fields of economy - society, ensuring national defense - security. Strengthen cooperation and economic development linkage with the provinces in the Northern Midlands and Mountains and the Red River Delta.
Second, the important issue is to mobilize resources well for implementation. The province must maximize the resource support from the Central Government, combined with the mobilization of internal resources; at the same time, increase the mobilization of resources from outside, from organizations, business communities and people through advertising, promotion and investment attraction to implement the planning.
Third, during the implementation process, special attention must be paid to the economical and efficient use of resources, especially land.
Proactively research and develop and perfect breakthrough policy mechanisms; identify key points and prioritize investment in strategic projects, dynamic projects, projects with great spillover effects and direct impact on socio-economic development goals.
Accordingly, the projects create new development space and new motivations and capacities, promoting the development of the province in a civilized, modern and sustainable direction; first of all, focusing on accelerating the progress of the expressway project phase 1 from Tuyen Quang - Tan Quang (Bac Quang); at the same time, reporting to the Prime Minister to allow the province to study and prepare the project phase 2 from Tan Quang - Ha Giang City and Thanh Thuy international border gate.
Technical infrastructure projects (urban traffic, infrastructure serving industrial parks, industrial clusters), social infrastructure, urgent information technology, projects on natural disaster prevention, climate change, environment, innovation, ensuring national defense and security... Projects and works are important in ensuring water security and developing forest economy.
Fourth, urgently develop a Plan to implement the planning, identify key content, progress and resources to implement programs and projects in the planning.
Review, establish, adjust and implement detailed plans and specialized technical plans according to regulations, ensuring consistency and synchronization with the Provincial Planning.
Fifth, focus on training and developing human resources, attracting talent, promoting innovation, creativity, research, and application of science and technology in development.
Focus on maintaining and promoting the unique cultural identity of Ha Giang; developing people, improving the quality of life of people; focusing on comprehensive and unified management of resources and environmental protection, biodiversity conservation; proactively responding to climate change.
Sixth, strengthen the leadership and direction of Party committees and authorities at all levels, focus on administrative reform; innovate working style and manners, tighten administrative discipline and order.
Focus on removing difficulties and obstacles, creating favorable conditions for economic sectors, with special attention paid to promoting the development of the private economy; mobilizing and effectively using resources for rapid and sustainable development.
Minister Nguyen Chi Dung expressed his belief that, with the spirit of "Solidarity, democracy, discipline, innovation, development" along with the aspiration to rise up, Ha Giang province will increasingly develop, successfully complete the set tasks, towards the goal that by 2030, Ha Giang province will develop greenly, uniquely, sustainably and comprehensively; contributing to creating an increasingly prosperous and happy life for the people.
Also at the Conference, Minister Nguyen Chi Dung and leaders of Ha Giang province awarded investment registration certificates to enterprises.
The planning of Ha Giang province for the period 2021-2030, with a vision to 2050, has been completed and approved by the Prime Minister in Decision No. 1339/QD-TTg dated November 13, 2023, which sets out the general goal that by 2030, Ha Giang will be a fairly developed, comprehensive and sustainable province in the Northern Midlands and Mountains region.
The average economic growth rate in the 2021-2030 period will reach about 8% per year; agriculture, forestry and fishery will account for about 22-23%; industry and construction will account for about 29%; services will account for about 43-44%; GDP per capita will reach about 95 million VND; local budget revenue will reach about 6,000 billion VND; and tourists will reach about 5 million arrivals.
By 2050, Ha Giang province will be a province with average development in the country, in the direction of green, identity, sustainability and comprehensiveness; holding an important position in the Northern Midlands and Mountains region in terms of border economic development, border trade, tourism and ensuring national defense and security.../.
