The scale of higher education training should include the number of postgraduate training.

At the working session with the National Assembly Standing Committee's Supervisory Delegation on the morning of April 29, Hanoi Medical University proposed that regulations on training scale should include the number of postgraduate training courses, in order to encourage improvement of training quality of higher education institutions.

Hanoi Medical University is the first higher education institution assigned by the Ministry of Health to train post-graduate staff in the practice system (Specialist II in 1972, Resident Doctor and Specialist I in 1974). According to the report, after 50 years, the school has implemented 51 doctoral training programs, 46 research-oriented master's training programs, 49 Specialist II training programs, 33 Specialist I training programs and 39 Resident Doctor training programs.

In particular, Hanoi Medical University has been maintaining postgraduate training in very rare and few-student fields such as Parasitology and Entomology, Forensic Medicine, Nuclear Medicine, Functional Medicine, Morphology to create human resources for research centers and other training facilities in the health sector.

Prof. Dr. Nguyen Huu Tu, Rector of Hanoi Medical University, said that the demand for postgraduate study and the training scale in the past 5 years of Hanoi Medical University has increased from 5,000 students to 6,424 students in 2025, a growth rate of >10%/year. This assesses the level of trust of learners, including international students under training support agreements between the Vietnamese Government and countries such as Laos, Cambodia, Mongolia, Ukraine, etc.

“Despite the growth in training scale, the school still focuses on quality and recognizes the brand of Hanoi Medical University through the choices and evaluations of learners and the recognition of units using human resources after training,” affirmed Prof. Dr. Nguyen Huu Tu.

To implement the Education Law No. 43/2019/QH14, in order to encourage the improvement of training quality of educational institutions, Hanoi Medical University proposes to amend and supplement a number of articles of Decree No. 99/2019/ND-CP, in which consider adding content on training scale, should determine to include the number of master's (and equivalent) and doctoral (and equivalent) training. Allow the conversion of the number of master's and doctoral (and equivalent) students to the number of regular training with the coefficient of 1 master's (and equivalent) = 1.5 regular, and 1 doctoral (and equivalent) = 2 regular.

For groups of majors in the field of health training, Hanoi Medical University recommends considering medical training as a specific specialized training field. In the case of establishing a university with a scale of less than 15,000 students, it must ensure at least 15 doctoral majors and 20 master's majors or have the consent of the Prime Minister (or the Minister of Education and Training). In the case of establishing a school as a training unit of a higher education institution with less than 5 majors in the same field of training from the university level, it must have the consent of the Minister of Education and Training.

Hanoi Medical University also proposed to consider the specific factors of the health sector to have a mechanism for recruiting, using and rewarding high-quality human resources, especially in terms of policies and regimes for senior experts who are foreigners and Vietnamese people living abroad. There should be a mechanism to support the development of the school-institute model and regulations on recognition of the transfer of accumulated learning outcomes in training and degrees of the national education system (master's, doctorate) in addition to the system of degrees and certificates of specialized training in the health sector...

Assoc. Prof. Dr. Phan Thi Thu Huong, Party Secretary, Chairwoman of the University Council of Hanoi Medical University spoke at the meeting.

Hanoi Medical University is a leading university in training human resources, especially high-quality human resources for the health sector. The university is currently enrolling and training 16 undergraduate training programs. The university has completed and innovated 3 competency-based training programs, integrating modules: Medical Doctor, Dentistry Doctor, Nursing; applying many advanced teaching methods, creating conditions for students to be proactive in learning, improving training quality.

As of March 2025, Hanoi Medical University has 69 affiliated units; including 7 affiliated units with their own seals and accounts, 5 Centers, 6 Basic Departments, 13 Basic Departments, 23 Clinical Departments and 3 Faculties. Regarding human resources, Hanoi Medical University has 2,954 officials and employees. Including 20 professors, 146 associate professors, 493 PhDs and equivalent; 945 masters and equivalent; 911 university; 439 other degrees.

The delegation was impressed by the long tradition and great contributions of Hanoi Medical University in caring for and protecting people's health; shared the difficulties and problems of the school related to legal regulations in the process of implementing its role and mission. The delegation also acknowledged the school's efforts in training and maintaining the quality of postgraduate training.

Emphasizing that the specific major requires specific human resource training, Vice Chairwoman of the Committee for Culture and Society Nguyen Thi Mai Hoa, head of the working group, said that the recommendations and proposals of Hanoi Medical University will be compiled, studied and included in the monitoring results report as well as in the consideration when amending related laws, first of all the Law on Education, Law on Higher Education and Law on Vocational Education.
