According to authorities, 23 individuals from various websites have been charged by the Criminal Investigation Agency of Hung Yen Provincial Police with crimes including copyright infringement, related rights infringement, organizing gambling, and gambling.

During the arrest and search, the Criminal Investigation Agency of Hung Yen Provincial Police seized 28 high-configuration desktop computers, 6 tablets, 46 smartphones of various types, 18 sets of specialized livestreaming equipment used for commentary activities, and high-speed internet connection devices. In addition, authorities froze 27 bank accounts, confiscating cash totaling over 10 billion VND, along with several luxury cars.
The figures reveal the exceptionally large scale of this illegal sports streaming website system. Notably, the Cakhia TV network, which only emerged in 2024, has lower traffic than the Xoi Lac TV group that was dismantled earlier this year. This organization focuses primarily on football, not expanding into pirated movies or other sports.
In the evening news broadcast on VTV1 on May 21st, the ringleader confessed that the network's revenue mainly came from advertising illegal online gambling, which is banned in Vietnam. The system could earn 1-2 billion VND per month, increasing when authorities cracked down and other illegal websites became inaccessible. They also paid "generous" salaries to commentators, ranging from 40-50 million VND per month.
Unlike the Xôi Lạc TV group, which gained popularity around 2019 by building a community on Facebook to attract illegal viewers, the commentators on Cakhia TV are famous on TikTok. These individuals operate anonymously, editing videos with strong, vulgar language related to players, clubs, or internet celebrities. These videos garner millions of views, allowing them to reach a large audience.
According to the Hung Yen Provincial Police, from May 15th to 21st, the Criminal Police Department of Hung Yen Province, in coordination with the Cyber Security and High-Tech Crime Prevention and Control Department, simultaneously summoned, arrested, conducted urgent searches, and prosecuted 23 individuals in various provinces and cities including Gia Lai, Tay Ninh, Vinh Phuc, Thanh Hoa, Nghe An, Ha Tinh, Ho Chi Minh City, and Hanoi…
The aforementioned ring was led by Do Van Ch., born in 1995, whose permanent residence is in Lien Hoa commune, Phu Tho province, and whose current address is Empire City Thu Thiem high-end apartment building, An Khanh ward, Ho Chi Minh City.
A group of individuals were illegally collecting and distributing commentary from top football leagues around the world, including those involving the Vietnamese national team. They were planning to infringe on the broadcasting rights of the 2026 World Cup when they were apprehended by the police.
The group's profits came primarily from advertising online football betting sites, especially during matches when there were many viewers. This organization had been operating since early 2024, mainly online, and most members were strangers to each other. All directives and operations were conducted through social media applications with the ability to quickly delete messages. Salaries were paid through anonymous e-wallets. Among those prosecuted were many recent graduates from information technology schools.
