Announcement details : Thanh Linh People's Credit Fund hereby announces the following changes in accordance with Decision No. 318/QD-KV8 dated May 28, 2026:

1. Name of the People's Credit Fund: Thanh Linh People's Credit Fund

2. Registered capital : VND 7,160,270,000 (In words: Seven billion, one hundred sixty million, two hundred seventy thousand dong).

3. Regarding the area of ​​operation:

Within the administrative boundaries of 6 villages of Dai Dong commune, 6 villages of Hoa Quan commune, and 7 hamlets of Tam Dong commune, Nghe An province, are:

+ Dai Dong Commune includes: Dong Thuong Hamlet, Trung Long Hamlet, Thanh Tu Hamlet, Linh Truong Hamlet, Thuy Hong Hamlet, and Son Ha Hamlet.

Hoa Quan Commune includes: Trung Thinh Hamlet, Lam Thinh Hamlet, Hoa Thinh Hamlet, Phong Thinh Hamlet, and Son Thinh Hamlet.

Tam Dong Commune includes: Gia Hoi Hamlet, Thanh Lieu Hamlet, Dong Xuan Hamlet, Giang Hamlet, My Chua Hamlet, Hoang Chua Hamlet, and Tan Hop Hamlet.

4. Activity content:

a. Raising capital in Vietnamese Dong

- Accepting demand deposits, time deposits, and savings deposits from members, organizations, and other individuals in Vietnamese Dong.

- Loans from Cooperative Banks; loans from other credit institutions, branches of foreign banks.

b. Lending activities in Vietnamese Dong

- Loans are provided to customers who are members.

- Providing loans to members of poor households who are registered as permanent residents within the operating area of ​​the People's Credit Fund, in cases where the poor household is not a member of the People's Credit Fund.

- Lending to legal entity members, legal entity customers, and individuals who are not members but have deposits at the People's Credit Fund, based on collateral in the form of deposit balances at the People's Credit Fund itself, as stipulated by the State Bank of Vietnam.

- Providing syndicated loans in conjunction with the Cooperative Bank to members of the People's Credit Fund in accordance with the law.

c. Other activities

- Providing money transfer services for members and customers of the People's Credit Fund (excluding opening payment accounts for customers).

- The payment service agent for the Cooperative Bank provides services to members and customers of the People's Credit Fund, specifically:

+ Receive payment account opening applications; check their legality and validity; verify and ensure the accuracy and consistency of documents, information, and data provided by customers; verify customer identification information according to the instructions of the Cooperative Bank before submitting it to the Cooperative Bank and instructing customers on how to use their payment account.

+ Receive bank card issuance applications; check their legality and validity; verify and ensure the accuracy and consistency of documents, information, and data provided by customers; verify customer identification information according to the instructions of the Cooperative Bank before submitting it to the Cooperative Bank and instructing customers on how to use the bank card.

+ Receiving customer requests for payment services, preparing, signing, or applying electronic confirmation methods, controlling and processing customer payment documents, transferring customer transaction information to the Cooperative Bank, and disbursing cash to customers to facilitate cash withdrawals from customer-identified debit and prepaid cards issued by the Cooperative Bank.

- Participate in capital contribution at the Cooperative Bank.

- Open a payment account at the State Bank of Vietnam, commercial banks, cooperative banks, or branches of foreign banks.

- Deposit money at the Cooperative Bank to regulate capital.
