The pre-hospital emergency medical system is becoming an urgent requirement in the national emergency health strategy, especially in areas with challenging terrain, transportation, and limited primary healthcare facilities. In response to this situation, the Ministry of Health has spearheaded the implementation of the National Pre-Hospital Emergency Medical Services Project for the period 2025–2030, in collaboration with Vingroup. Ha Tinh has been selected as one of the first four localities to implement this project.
According to the Department of Health 's plan, the out-of-hospital emergency medical system's operations center will be located at the Provincial General Hospital, playing a command and coordination role for all activities. All lower-level hospitals and medical centers will act as "satellite stations," ensuring a constant supply of emergency personnel and equipment, ready to respond to any situation.

Mr. Le Chanh Thanh, Deputy Director of the Ha Tinh Department of Health, shared: “The goal of the project is to minimize the time to reach patients at the scene, increasing the chances of survival for victims. This is not only a task of the health sector but also a shared responsibility of the entire society in protecting the lives and well-being of the people. This system will only be truly effective when supported, accompanied, and actively participated in by the community, so in the coming time, we will conduct training on a large scale.”

Indeed, pre-hospital emergency care is not only a medical solution, but also a safety net, a vivid expression of compassion and social responsibility. The wider and stronger this network is, the greater the hope of preserving people's lives when unexpected risks occur.
With the desire to quickly complete the pre-hospital emergency medical system, in recent times, along with strengthening the organizational system, the provincial health sector has been proposing to add specialized ambulances, modern medical equipment, and establish pre-hospital emergency medical teams working in shifts, ensuring 24/7 coverage. The synchronization between personnel, equipment, and operational procedures is the decisive factor for the success of the pre-hospital emergency medical system.
Dr. Le Ngoc Thang, Head of the Referral Department at the Provincial General Hospital, said: “The encouraging thing is that the coordination between the health sector, the government, and the community in Ha Tinh is very synchronized. This is the basis for our belief that, when the system is fully operational, our province will have a timely and effective emergency response network, improving the chances of survival for patients in all situations.”
Capacity building training - investing in community- based emergency response.
During a survey conducted in April 2025 at the Provincial General Hospital, Dr. Phung Nam Lam, Deputy General Director of Professional Affairs at Vinmec Healthcare System, affirmed that Vingroup Group is committed to supporting Ha Tinh by providing modern equipment and facilities, training personnel and the community, contributing to the realization of the goal of saving lives at the grassroots level. In May and June, Vingroup launched its first training activities with courses on basic first aid techniques such as: basic cardiopulmonary resuscitation (CPR); and pre-hospital trauma emergency care according to international standards. These practical training courses are the beginning of a modern and synchronized pre-hospital emergency care network in accordance with the Ministry of Health's plan.

Dr. Nguyen Xuan Thai, Head of the Emergency and Toxicology Department at the Provincial General Hospital, shared: “We have witnessed many cases where proper on-site first aid significantly increased the chances of recovery. Investing in the pre-hospital emergency system, especially training medical staff, rescue teams, and the community, is an investment in saving lives from the very first moments. Vingroup's early implementation of training programs will help Ha Tinh quickly establish a community emergency response network.”
Over the past period, under the guidance of experts from the American Heart Association (AHA) and Military Hospital 175, the medical team in Ha Tinh has diligently honed their emergency care skills using mannequins. Watching these experienced life-saving professionals meticulously practice each step of chest compressions, artificial respiration, intubation, airway and trauma management, shock and hemorrhage control, fracture immobilization, and safe victim transport, we have come to understand even more deeply the importance of pre-hospital emergency care.

Dr. Phan The Anh – Deputy Head of the Emergency Department, Military Hospital 175, shared: “Currently, in many localities, pre-hospital emergency care is mainly spontaneous, without the intervention of medical personnel. Furthermore, many medical staff at the grassroots level are not equipped with knowledge and skills on standard emergency procedures, so training is extremely necessary. In this training course, we will also award internationally standardized certificates to trainees selected for instructor-level training. Hopefully, they will be an extension of our knowledge, bringing the knowledge we impart to the community.”
Behind the training courses, behind the commitments and specific plans lies the aspiration to build a humane healthcare system that is close to the people and serves the people. This is also how the Ha Tinh Health Department, together with the community, realizes the noble goal of saving people's lives in critical moments.

“Out of nearly 100 people who participated in training courses recently, we selected 20 to be trained as instructors. Afterward, this team will return to their facilities to share their knowledge with their colleagues and the community. Through this, every citizen and every healthcare worker can become a link in the life-saving network in Ha Tinh, helping patients avoid missing the ‘golden hour’ in emergency care,” added Dr. Le Chanh Thanh.
With the support of the Ministry of Health, Vingroup, and the strong determination of the local authorities, the pre-hospital emergency medical system in Ha Tinh is gradually taking shape, bringing hope to millions of people. This project has profound humanitarian significance, affirming the spirit of "all for human life" in the province's healthcare development strategy.
