Resolutely and synchronously implement the project of teaching 2 sessions/day, organizing boarding and arranging the school network

On the morning of October 7, the Steering Committee for implementing the Project of teaching 2 sessions/day, organizing boarding schools and building and repairing toilets in public kindergartens and primary schools in the province (Steering Committee) held a meeting to evaluate progress and deploy tasks in the coming time. Vice Chairman of the Provincial People's Committee Nguyen Minh Luan, Head of the Steering Committee chaired the meeting.

Reporting at the meeting, the Department of Education and Training said that according to the Project on teaching 2 sessions/day, organizing boarding for public preschool and general education levels in the province, the goal is that by the 2026-2027 school year, 100% of preschool children will be organized for boarding and basically meet the boarding needs of primary school students in qualified schools; complete investment in classrooms, bedrooms, kitchens, and kitchen storage. By the 2028-2029 school year, all public preschool and general education facilities in the province will organize teaching 2 sessions/day.

Project to build new and repair public school toilets by 2027, the whole province will build 514 new toilets and repair 651 toilets with a total estimated budget of more than 179 billion VND; of which, in the 2025 - 2026 school year, 188 new ones will be built and 142 toilets will be repaired, with a total value of more than 90 billion VND; by 2027, 509 toilets will continue to be repaired, with a total estimated budget of more than 89 billion VND.

Up to this point, the Department of Education and Training has issued many documents guiding the implementation of organizing 2-session teaching/day, reviewing the teaching staff, planning the school network, developing inspection plans and supporting educational institutions to effectively carry out tasks for the 2025-2026 school year. The work of building new and repairing school toilets has also been focused on.

At the meeting, members of the Steering Committee and leaders of communes and wards focused on exchanging, discussing, and pointing out difficulties in the process of implementing the Project such as: Lack of facilities, many schools are not qualified to organize boarding schools, some kitchens are degraded, land fund is limited, lack of investment resources, teachers and service staff are not enough compared to the needs of teaching and organizing boarding schools.

Faced with these difficulties, localities recommended that the province promptly arrange and allocate funds to repair and build new schools, kitchens and toilets; consider adding and contracting enough teachers and service staff, creating favorable conditions for educational institutions to organize teaching 2 sessions/day and organize boarding effectively, according to the roadmap of the Project.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan emphasized: The Education and Training sector needs to clearly understand its role and responsibility in caring for and improving the quality of comprehensive education for students. The implementation of the Project of teaching 2 sessions/day, organizing boarding schools and investing in building and repairing school facilities not only meets learning requirements, but also contributes to educating personality, training awareness, lifestyle and forming good habits for students, aiming to build a green, clean, beautiful and civilized school environment. Therefore, it is required that sectors and localities resolutely implement the Project with a high sense of responsibility; at the same time, strengthen inspection and supervision, promptly remove difficulties and obstacles in the implementation process. Tasks must be carried out thoroughly, taking actual effectiveness as a measure, ensuring consensus and close coordination between schools, parents and local authorities.

Vice Chairman of the Provincial People's Committee Nguyen Minh Luan assigned the Department of Finance to proactively review and advise on the reasonable and timely allocation of resources to localities, ensuring progress and efficiency in implementing the Project. The Department of Education and Training urgently completes the database on facilities of the entire sector, serving as a basis for management, planning and investment in the coming time; at the same time, organize recruitment and guide the implementation of contracts to supplement the payroll of teachers and staff to meet the requirements of teaching and serving at schools.

Localities continue to review and arrange the school system to ensure it is suitable to actual conditions and effectively use existing facilities; proactively re-plan land funds and rationally arrange school locations, aiming to build standard schools, with enough conditions to organize 2 sessions/day and boarding, meeting the requirements of educational development in the new period.
