On the afternoon of December 26th, Deputy Prime Minister Tran Hong Ha chaired a meeting of the Prime Minister's Task Force on directing and urging the review and proposal to competent authorities for the issuance of specific mechanisms, policies, and related documents to implement the Politburo 's directives and the National Assembly's resolutions on resolving difficulties and obstacles related to projects and land in inspection, audit, and court rulings in some provinces and cities.

Attending the meeting were Minister of Natural Resources and Environment Do Duc Duy, leaders of the Central Internal Affairs Committee, the Government Inspectorate, the Ministry of Justice, the State Audit Office, representatives of several ministries, central agencies, and five provinces and cities (Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, and Long An ).

Minister of Natural Resources and Environment Do Duc Duy stated that the National Assembly's resolution outlines key policy groups addressing issues such as: the 50-year land use right certificate for production and business purposes in Da Nang city; land allocation and leasing without auctioning land use rights or bidding to select investors for land-use projects; land valuation; and the calculation of land use fees and land lease fees. Each policy group is linked to specific plans and solutions for handling particular projects or groups of projects.

The National Assembly's resolution assigns the Government the task of issuing a decree detailing the implementation of the policies outlined in the National Assembly's resolution.

"The Ministry of Natural Resources and Environment is implementing the process of drafting the decree according to the established procedures," Minister Do Duc Duy said.

Representatives from the Ministry of Planning and Investment reported on the issues raised in the drafting of the Government's decree on determining land prices for certain projects signed under build-transfer (BT) contracts in Ho Chi Minh City.

During the meeting, leaders from Long An, Khanh Hoa, and Da Nang provinces reported on the handling of obstacles and difficulties within their jurisdiction, such as: adjusting planning; adjusting investment policies; preparing and approving environmental impact assessment reports; land allocation and leasing… following the principle of "dealing with easier issues first, then resolving more difficult ones later".

Minister Do Duc Duy noted that localities do not need to wait for resolutions or decrees from the National Assembly, but should proactively review projects and guide investors in implementing matters within the local authority's jurisdiction.

Leaders from the Government Inspectorate, the Ministry of Justice, the Ministry of Natural Resources and Environment, etc., discussed the "bottlenecks" that localities need support from ministries, central agencies, and other relevant bodies to resolve definitively.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha highly appreciated the Ministry of Natural Resources and Environment and the localities for implementing the Government's plan on resolving difficulties and obstacles related to projects and land in inspection, audit, and court rulings in some provinces and cities.

The Deputy Prime Minister emphasized that resolving difficulties and obstacles related to projects and land in inspection and audit conclusions and court judgments must be "faster, more decisive, and more responsible"; contributing to unlocking resources, putting assets into circulation, avoiding losses and waste, and promoting socio-economic development.

The Deputy Prime Minister requested the Ministry of Natural Resources and Environment to establish a drafting team for the decree, with the participation of relevant ministries, sectors, and localities, ensuring that when the decree is issued, it will address obstacles and difficulties within the Government's authority. The contents of the National Assembly's resolution must be institutionalized into detailed and clear procedures and regulations for implementation, without any further guidance documents below the decree level.

"The implementation of the Government's decree requires coordination among judicial and prosecution agencies, inspection committees, provincial and city Party committees, etc.," the Deputy Prime Minister said.

Regarding the proposals from localities, the Deputy Prime Minister clarified that, in the process of resolving difficulties and obstacles within their authority, localities can request guidance and support from ministries and agencies.

In addition, localities nationwide need to continue reviewing, classifying, and reporting to competent authorities projects and land plots with similar situations to those mentioned in inspection and audit conclusions and court rulings that have been resolved according to the directives of the Politburo, resolutions of the National Assembly, and decrees of the Government… in order to propose further solutions.
