(HNM) - In ensuring traffic safety and order, strictly handling violations by traffic participants is an important premise to increase deterrence, thereby raising people's awareness of civilized and legal traffic participation.
The issue of ensuring traffic safety and order can start from the story that has received special attention from the public in recent times, which is the enforcement of the law through 5 topics of the Traffic Police nationwide. Specifically, the 5 topics are: Drivers on the road with drugs in their bodies, violating alcohol concentration; Controlling passenger transport vehicles, especially vehicles carrying students, workers, contract vehicles, cargo vehicles, vehicles carrying bulky and dangerous goods; Extending the vehicle body and transporting overloaded and oversized goods; Violating speed; Using fake documents related to the driver and the vehicle.
In the process of implementing the topics, the authorities have prioritized strictness, fully and seriously implementing current legal regulations. In the first quarter of 2023, the national Traffic Police force inspected and handled over 750,000 cases of traffic safety violations, imposed fines of nearly VND 1,400 billion, revoked 139,000 driving licenses, certificates, and professional certificates, and temporarily detained nearly 225,000 vehicles of all kinds.
In the topics of implementation, the handling of "Drivers on the road with drugs in their body, violating alcohol concentration" has received widespread consensus and support from public opinion and the masses. The fact that the authorities are determined and persistent in handling violations of alcohol concentration not only creates awareness of strict compliance with traffic safety laws, but also contributes to reducing traffic accidents, reducing public disorder and gradually forming a culture that we have long reminded each other: "If you drink alcohol, do not drive".
However, in general, the figures reflecting traffic safety and order in the first quarter of 2023, although they have decreased in all three criteria (the number of traffic accidents decreased by 15.43%; the number of deaths decreased by 15.23%; the number of injured people decreased by 8.57%) compared to the same period last year; concerns and worries about ensuring traffic safety and order still exist. Because in the 2,346 traffic accidents that occurred in the first 3 months of the year, there were 11 particularly serious traffic accidents mainly due to the fault of the vehicle driver not complying with the provisions of the law on speed, using alcohol while driving, not paying attention and the vehicle not ensuring safety according to regulations...
In addition to a segment of people lacking awareness when participating in traffic and not complying with the law, traffic insecurity is also caused by violations of road and railway traffic safety corridors that have not been handled promptly and thoroughly... It is worth mentioning that the effectiveness and efficiency of law enforcement on traffic safety and order in some localities is still limited, lacking determination in direction, and some places rely entirely on functional forces. The coordination in performing tasks of ensuring traffic safety and order among agencies and forces is not tight in some places and at some times, especially in checking the implementation of traffic safety regulations for road and inland waterway transport business units...
Ensuring traffic order and safety is a task that must be carried out regularly, continuously and without stopping. Therefore, along with promoting the experiences and results achieved, overcoming the above-mentioned shortcomings and limitations requires all levels, functional sectors and localities to take action with the highest sense of responsibility, resolutely and persistently implementing solutions.
In this spirit, speaking at the national online conference to review the work of ensuring traffic order and safety in the first quarter of 2023 held on the afternoon of April 6, Deputy Prime Minister Tran Luu Quang, Chairman of the National Traffic Safety Committee, emphasized that the functional forces, in performing their duties and responsibilities, "very strictly handle violations and do not accept interference in the handling process".
Obviously, the seriousness and responsibility in law enforcement of the authorities are the important premise contributing to reducing traffic accidents in the first months of this year. From this result, the lesson learned is to continue to strictly handle violations of traffic safety order. In particular, those in charge of law enforcement must always be consistent in the viewpoint of "not accepting interference" with the motto of handling violations: "No forbidden zones", "no exceptions".
After all, law enforcement forces ensuring traffic safety must clearly understand their responsibilities and roles, in order to act more decisively and effectively every day and every hour.
