Prime Minister Pham Minh Chinh signed Official Dispatch No. 169/CD-TTg dated September 21, 2025 on key tasks and solutions to promote disbursement of public investment capital in 2025.

Some ministries, agencies and localities have not yet implemented the plan resolutely.
Since the beginning of 2025, the Government and the Prime Minister have paid great attention to directing the allocation and disbursement of public investment capital and have issued many documents directing the promotion of allocation and disbursement of public investment capital. According to the report of the Ministry of Finance , by the end of August 2025, the disbursement of public investment capital nationwide reached 46.3% of the assigned plan, higher than the same period in 2024 (40.4%), in absolute terms, about 135 trillion VND higher. The Prime Minister commended and highly appreciated 8 ministries, agencies and 22 localities with disbursement results above the national average. At the same time, the Prime Minister severely criticized 18 ministries, central agencies and 29 localities that have not allocated all the assigned capital plans in detail, 29 ministries, central agencies and 12 localities with disbursement below the national average; Request ministries, agencies and localities to review and clarify the responsibilities of relevant collectives and individuals, handle according to regulations if there are shortcomings due to subjectivity and propose solutions to overcome them immediately in the coming time.
There are many reasons for slow disbursement, mainly subjective reasons, because with the same legal basis, some places have good disbursement, while others have not. The places that are not good are due to lack of strict discipline and administrative discipline; the leadership and direction of implementation in some ministries, agencies and localities are still lacking in determination, depth, political determination, fear of responsibility, the role of the leader has not been promoted; the implementation of the direction of the Government and the Prime Minister is sometimes not implemented seriously and promptly; there is a lack of determination in removing difficulties and obstacles when implementing the 2-level local government model; compensation, site clearance and resettlement in some localities are still slow and not strong, propaganda and explanation work for people is still bureaucratic and limited; the lack of supply of raw materials has not been overcome drastically and effectively. The capacity of some investors, project management boards and contractors is still limited....
3 lessons learned
Seriously, resolutely, promptly and effectively implement the directions of the Party, National Assembly, Government and Prime Minister on disbursement of public investment capital; promote capital disbursement while ensuring construction quality, fighting negativity, corruption and waste.
Strengthen leadership, direction, decentralization, delegation of authority, individualization of responsibility, inspection, supervision, and timely resolution of difficulties, problems, and bottlenecks.
Promote the role of leaders of ministries, agencies and localities in leading, directing and organizing implementation. Must have high determination, great effort, drastic action, dynamism, creativity, dare to think, dare to do, dare to take responsibility for the common good.
In Ha Tinh, the total capital plan for 2025 allocated in detail for tasks and projects as of September 12 reached more than VND9,916 billion, equal to 217% of the plan assigned by the Prime Minister.
The total disbursement value of the public investment capital plan managed by localities as of September 12 reached more than VND5,371 billion, equal to 116.3% of the plan assigned by the Prime Minister and 54.2% of the plan implemented by localities, higher than the same period last year and among the localities with high disbursement rates in the country.
Resolutely, flexibly and effectively implement tasks and solutions
To complete the target of disbursing 100% of the public investment capital plan in 2025, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, other central agencies, Chairmen of People's Committees of provinces and centrally-run cities to focus on leading, directing and organizing the drastic, flexible and effective implementation of the following main tasks and solutions:
Ministries, agencies and localities:
Continue to thoroughly grasp and seriously implement resolutions and conclusions of the Party, the National Assembly, the Government, telegrams, directives and directives of the Prime Minister on promoting the allocation and disbursement of public investment capital. Identifying the promotion of public investment as one of the top important political tasks, is an important basis for assessing the level of task completion of organizations and individuals. In leadership and direction, there must be high determination, great effort, drastic action, doing each task properly, completing each task, and assigning tasks to ensure "6 clear": clear people, clear work, clear responsibility, clear authority, clear time, clear results.

Promote the role of the head of the agency or unit; assign specific leaders and officers in charge of each project, individualize responsibilities as a basis for evaluating the results of task implementation. Develop a disbursement progress plan for each project by week, month, quarter and year to have drastic and effective solutions, strengthen urging, inspection, supervision, speed up the implementation progress and disbursement of capital; with the spirit of " overcoming the sun, winning the rain, not losing to storms", "eating quickly, sleeping urgently", "working in 3 shifts, 4 shifts", "working day and night, working extra on holidays", "only discussing work, not discussing back".
Urgently allocate the capital plan that has been assigned but has not yet been allocated in detail according to regulations; regularly review and evaluate the disbursement situation for each project, clearly identify the shortcomings and weaknesses at each stage to have timely solutions, especially regarding compensation for site clearance, acceptance, settlement of investment capital, settlement of raw materials...; classify projects according to the disbursement level (good, slow, unable to disburse...), promptly transfer capital from slow-disbursing projects to good-disbursing projects and projects in need of additional capital according to regulations; in case of not using all the allocated capital, urgently have a written report clearly stating the reasons, send it to the Ministry of Finance and report to the Prime Minister before September 25, 2025.
Focus on resolutely implementing the conclusions and directions of competent authorities on the implementation of the 2-level local government model; promptly handle according to authority or report to competent authorities for immediate handling of difficulties and problems related to public investment, including the transfer of project investor tasks and transitional projects between levels; promptly stabilize personnel, arrange and assign staff with sufficient professional capacity to meet the requirements in the management and implementation of investment projects in the locality in accordance with legal regulations; resolutely not to affect the work of site clearance and the progress of disbursement of public investment capital for projects in the area.
The Ministry of Finance presides over and coordinates with ministries, agencies and localities:
Urgently review, synthesize, report and propose to competent authorities for consideration and decision in September 2025: Transfer of capital from ministries, agencies and localities that do not need to use it to ministries, agencies and localities that need additional capital to speed up the progress of projects in accordance with regulations; plan to handle the central budget capital planned for 2025 that has been assigned to ministries, central agencies and localities but beyond the prescribed deadline has not been allocated in detail to investment tasks and projects as prescribed.
Report to the Prime Minister every Friday morning on the allocation and disbursement of public investment capital of ministries, central and local agencies.
Ministries and ministerial-level agencies, according to their assigned functions, tasks and authorities, continue to review mechanisms, policies and legal regulations related to the implementation of public investment projects to promptly amend and supplement them according to regulations; report to competent authorities on contents beyond their authority.
Assign Deputy Prime Minister Tran Hong Ha to directly direct the removal of difficulties and obstacles for public investment projects reported by ministries, branches and localities.
Assign the Government Office to monitor and urge according to assigned functions and tasks; report to competent authorities on issues arising beyond its authority.
