Resolutely prevent and combat crime at key routes and locations

With its unique geographical location, including land and sea borders, an international border gate system, seaports, roads, railways, and airways, and many industrial zones, Quang Ninh is a locality with many potential risks of social evils. Over the past time, all levels and sectors in the province have always paid attention and given strong direction, aiming to gradually prevent and combat crimes at key routes and locations.

At 9:45 p.m. on July 18, 2025, during patrol and control at Km 204+200, National Highway 18 in Tien Yen commune, the Working Group of Road Traffic Police Team No. 3 (Traffic Police Department, Provincial Police) discovered a 7-seat car with license plate 14K-009.44 with suspicious signs, so they stopped the car for inspection.

Upon inspection, the authorities discovered that the vehicle was transporting 32 green pineapple sacks, each containing cardboard boxes containing a total of 128 black, cylindrical metal gas cylinders suspected to be N2O gas - commonly known as laughing gas. At the time of the incident, driver NXT, born in 1992, residing in Tien Yen commune (Quang Ninh province), could not present any legal invoices or documents related to these goods.

Determining that this was a case with signs of violating the law in transporting and trading goods of unknown origin, the Working Group drew up a record, sealed the entire shipment, and handed it over to Market Management Team No. 8 (Market Management Department of Quang Ninh province) for further verification, clarification and handling according to regulations.

In recent times, along with performing well the task of patrolling and controlling to ensure traffic safety and order (TTATGT), the traffic police force in the whole province has effectively carried out the work of fighting, preventing and combating crimes on traffic routes. Despite many difficulties, with a proactive and vigilant spirit, the traffic police force in the whole province has done a good job of preventing and combating crimes on traffic routes, contributing positively to the work of fighting and preventing crimes and maintaining security and order in the province. In the first 6 months of 2025, through patrolling and controlling, the traffic police force in the whole province has detected and handled 37 cases, 44 subjects, cases related to subjects illegally transporting fireworks; related to illegal possession of narcotics; showing signs of storing primitive weapons, disturbing public order; transporting goods without documents; Illegally guiding foreigners to enter the country... The cases have been handed over to the Investigation Agency at all levels to prosecute 12 cases, 14 defendants, and coordinate with the authorities to administratively sanction 22 cases with a total fine of 274.75 million VND.

Along with the traffic police force, the police of wards and communes have recently actively fought against crimes on key routes and areas. Hiep Hoa Ward has always been considered a key area for security and order, with many national highways and large industrial parks such as Song Khoai and AMATA attracting many workers and laborers, leading to the emergence of many types of services. This is also a condition for subjects to take advantage of buying, selling, enticing, organizing drug use, property theft, gambling crimes... with an increasing trend.

Faced with this situation, to proactively prevent criminals from entering the area, Hiep Hoa Ward Police have deployed many plans and measures, from social prevention to professional prevention and resolutely fighting and handling complicated locations and gathering places regarding security and order. In the first 6 months of 2025, the Ward Police organized 5 rounds of propaganda on criminal law and drugs for junior high school students and youth union members in the ward.

Comrade Pham Duc Hiep, Head of Hiep Hoa Ward Police, said: The ward police pay special attention to subjects who can take advantage of business establishments with conditions to illegally use drugs and gambling dens such as bars, dance clubs, motels, and camps in workers' areas and industrial parks. In addition, the ward police also strengthen innovation in propaganda methods to prevent groups of subjects at high risk of violating the law and security and order; build and replicate many advanced models and typical examples; promptly commend and reward collectives and individuals who actively participate in the work of preventing and combating social evils in the area.

Together with the functional forces, the movement of All People Protecting National Security has been launched and widely deployed by local Party committees and authorities in all fields, routes and areas, as well as building and replicating models and examples in crime prevention at the grassroots level, especially the model of "Self-prevention, self-management, self-protection, self-reconciliation" in communities, residential areas, in agencies, units, enterprises, schools, etc.; improving the effectiveness of propaganda, dissemination and legal education aimed at high-risk subjects and focusing on key and complicated areas.

With the consistent motto of "Proactive prevention - One step ahead - Not behind criminals", in the past 10 years, Quang Ninh Police have launched 77 peak campaigns to attack and suppress crimes; coordinated the arrest and criminal handling of 8,159 cases/12,511 drug-related criminals. Thanks to that, the crime situation in the area has been effectively controlled, gradually reduced in a sustainable manner, gradually eliminating hot spots of security and order, not allowing criminals to operate openly, rampantly, causing public outrage. The rate of investigation and discovery of criminal cases every year has always been high, averaging over 80%, with very serious and especially serious cases reaching 98%.

With the synchronous participation of the entire political system, the determination of the police force to maintain social order and safety, and the joint efforts of the entire population, Quang Ninh is gradually building a healthy and safe social environment.
