In order to strengthen state management of land, Phu Tho province has resolutely implemented many solutions to inspect, detect, and handle violations in the area. Through this, it has gradually rectified shortcomings in land management, resolved long-standing cases, and prevented the emergence of "hot spots".

We are determined to decisively address long-standing violations.

On May 29, 2026, the People's Committee of Tam Duong Commune enforced a decision to compel the implementation of remedial measures against Ms. Nguyen Thi Loan, Director of Khanh Linh Private Enterprise, and Ms. Phan Thi Phuong, Mr. Phan Manh Hung, and Mr. Phan Manh Hong, residing in Hamlet 8, Tam Duong Commune. According to the enforcement decision, the violators were required to demolish all illegally constructed buildings and restore the land to its original state in Hamlet 8, Tam Duong Commune.

This is a case of land and construction law violations that have persisted for many years, causing public outrage. Despite repeated inspections, official reports, public awareness campaigns, and requests for compliance with legal regulations by local authorities and relevant agencies, these individuals have still refused to voluntarily dismantle the illegal structures.

Tam Duong commune is enforcing regulations against land violations.

Comrade Luu Tien Sy, Vice Chairman of the Tam Duong Commune People's Committee, stated: "The enforcement of remedial measures in this case aims to re-establish order and ensure the strict enforcement of the law. Through this, we aim to educate and raise public awareness of law compliance, contributing to improved state management effectiveness and preventing land and construction violations in the locality. Tam Duong Commune is determined to decisively address all cases of land law violations."

According to statistics, land violations in Tam Duong commune mainly involve the unauthorized lowering of land levels for residential and perennial crop cultivation, altering the topography of agricultural land and posing a potential risk to planning and hindering management. The cause is identified as the large administrative area and the lingering historical issues in land management, which create a potential for further violations.

Since implementing the two-tiered local government model from July 1, 2025 to the present, the functional forces of Tam Duong commune have detected and handled 66 cases of land violations. The commune has also implemented comprehensive management solutions; strengthened inspections, promptly detected and strictly handled cases of violations.

Prevent the occurrence of new land violations.

In Vinh An commune, some households have taken advantage of the current situation where local authorities are focusing on implementing a two-tiered local government model to commit land-related violations. In response to this, the commune People's Committee has assigned specialized departments to coordinate with the commune police force to strengthen monitoring and maintain a firm grasp of the area.

Simultaneously, local authorities have compiled, reviewed, and categorized land violations, thereby developing plans and measures for handling them. In particular, the authorities have focused on persuading violators to comply with land use laws and regulations, helping them understand the implications of their actions.

At the same time, it was emphasized that voluntarily dismantling illegal structures on agricultural land, traffic corridors, etc., is not only a responsibility to comply with the law but also aims to ensure the long-term interests of the families themselves, avoiding further losses when applying prescribed handling measures. After being informed and persuaded, most households have recognized their violations and voluntarily dismantled the illegal structures, restoring the land to its original state.

Vinh An commune is campaigning to encourage households that have violated regulations to voluntarily dismantle illegally constructed buildings.

From May 7th to 13th, 2026, the People's Committee of Vinh An commune organized a campaign to support those who violated land laws in voluntarily dismantling illegal structures. Since July 1st, 2025, the People's Committee has resolved 47 cases of violations and repeat violations, collecting over 100 million VND in administrative fines for the state budget; simultaneously, they have required the restoration of the land to its original state before the violation. Since the implementation of the two-tiered local government model, no new land violations have occurred in the commune.

According to Comrade Do Xuan Cuong, Vice Chairman of the People's Committee of Vinh An commune: The complete resolution of 100% of land law violations demonstrates the decisive and responsible involvement of the local Party committee and government in land management, construction, maintaining legal discipline, and stabilizing security and order. Strict handling of violations not only serves as a deterrent but also contributes to raising people's awareness of law compliance, ensuring land is used for its intended purpose and in accordance with planning.

Strengthening state management of land and construction order.

Recently, land violations have remained complex in many localities. Some households have taken advantage of the current situation where authorities are focusing on implementing the two-tiered local government model to commit land-related violations. Some localities have not been decisive enough in detecting, preventing, and handling violations.

There are cases of land encroachment, unauthorized change of land use purpose, misuse of public land, exploitation of farm economic development to construct illegal structures on agricultural land, and violations of land laws.

Strict measures to address land violations.

Land violations are being resolutely dealt with by local authorities.

In response to this situation, the Department of Agriculture and Environment advised the Provincial Party Committee and the Provincial People's Committee to issue directives and guiding documents on strengthening state management of land. These directives require local authorities to tighten state management of land and strictly punish violations.

Local authorities need to strengthen inspection, detection, prevention, and timely handling of violations, preventing the emergence of new ones. They should continue to promote awareness campaigns and mobilization efforts, while also completing dossiers and developing plans to definitively address existing violations of land laws.

Comrade Hoang Xuan Hoan - Deputy Director of the Department of Agriculture and Environment, stated: The primary responsibility for managing and handling violations of land laws still rests with the local authorities. The Department will provide guidance and resolve difficulties and obstacles to help localities in handling cases of violations. However, localities need to follow the correct procedures as prescribed by law.

Although there are no specific statistics on land and construction violations throughout the province, a comprehensive and objective inspection, review, and statistical analysis would certainly uncover numerous violations in various localities. Phu Tho province requires local authorities at all levels to focus on proactively inspecting, detecting, and promptly addressing violations, preventing the emergence of new land violations.
