On May 18, 2025, at the Vietnamese Embassy in France, the Network Launch Ceremony took place in a combination of in-person and online format with 35 on-site delegates and 50 online delegates. The event took place in the context that nuclear energy has been identified by our Party and State as one of the priority directions in the national energy development strategy to achieve the goal of carbon neutrality by 2050 and ensure and enhance national energy security.
The network will be ready to contribute to the development of Vietnam's nuclear energy industry in the coming time.
Introducing the establishment of the Network, Mr. Tran Manh Hung, Counselor - Head of Science and Technology Department, Embassy of Vietnam in France emphasized the significance of the event, which took place on Vietnam Science and Technology Day, May 18.
On November 25, 2024, the 13th Central Committee Conference officially agreed on the policy of restarting the Ninh Thuan Nuclear Power Project and continuing to study the nuclear power program to firmly ensure national energy security, meet the goals of socio -economic development, enhance the potential of science and technology and sustainable development of the country. The national power development plan for the period 2021-2030, with a vision to 2050 (also known as the adjusted Power Plan VIII), issued by the Government on April 15, 2025, also emphasized the priority of developing nuclear power in both centralized and small-scale models nationwide.
The world is facing challenges of energy security and climate change, so nuclear energy continues to be valued by the world as a stable, low-carbon energy source.

According to Counselor Tran Manh Hung, from the above situation, the establishment of the Network is necessary and suitable for the current domestic context and needs. The Network will be a valuable resource of knowledge, intelligence, and high-quality human resources ready to contribute to the development of Vietnam's nuclear energy industry in the coming time. This is also a place for Vietnamese scientists abroad to connect and cooperate with domestic colleagues, participate in consulting and contribute to Vietnam's nuclear energy development programs and projects.
Counselor for Science and Technology Tran Manh Hung emphasized that the participation of Vietnamese intellectuals abroad in the context of the country's new energy development strategy is of great significance and strategic significance. The Science and Technology Representative Office in France will coordinate with experts in the Network to convey and contribute more effectively to the country's nuclear energy questions and problems.
Speaking at the Network Launch Ceremony, Mr. Dinh Toan Thang - Vietnamese Ambassador to France, assessed that the establishment of the Network has many meanings, marking an important step forward in connecting, gathering and promoting the intelligence and experience of the community of Vietnamese scientists and experts working in the field of nuclear energy around the world, and at the same time being a timely response to the spirit of Resolution 57.

Ambassador Dinh Toan Thang emphasized the tradition of deep cooperation between Vietnam and France in the field of science and technology, in which generations of Vietnamese intellectuals play an important role. France has become a prestigious training and research center, through which Vietnamese experts and scientists not only have access to the world's leading advanced knowledge and technology but also have the opportunity to cooperate with French partners and expand their international network.
According to Ambassador Dinh Toan Thang, a deep understanding of both the French scientific environment and the Vietnamese context will help intellectuals in France become effective bridges, contributing creative and appropriate ideas and solutions for the development of nuclear energy in particular and the rise of the nation in general.
Ambassador Dinh Toan Thang expressed his belief that with the enthusiasm, talent and rich experience of the experts, the Network will become a strong collective, playing an important role in supporting the country in building and developing a sustainable, safe and efficient nuclear energy sector. The valuable contributions, in-depth research and close cooperation of the experts will be valuable resources, helping Vietnam access and apply the most advanced technologies, ensuring national energy security and fulfilling its commitments to environmental protection.
At the launching ceremony, Mr. Bui Nguyen Hoang - Chairman of the Network, Coordinator of management, design and construction of nuclear power plants of the French Electricity Group - EDF, presented the direction and operating principles of the Network. The biggest goal is to share experiences in the industry; gather and develop a global network of engineers and scientists working on nuclear power; spread the culture of nuclear safety; promote international cooperation to contribute to ensuring both energy security and sustainable development of Vietnam.
The Network's operational orientation in 2025 is: Building and developing professional and consulting organizations, organizing scientific seminars, participating in developing training and teaching programs, sharing in-depth and public nuclear knowledge, consulting and contributing expert opinions on nuclear power development and connecting domestic and foreign agencies to contribute to nuclear power development.
In the medium term, the Network will always stay close to the progress of the nuclear power project in Vietnam, grasp the needs and problems to establish specialized committees and task forces to make positive, specific and timely contributions.
Opinions from the Vietnamese side, including Dr. Tran Chi Thanh, Director of the Institute of Atomic Energy, Ministry of Science and Technology, as well as representatives of Vietnam Electricity and universities, all highly appreciated the establishment of the Network. The Network's launch ceremony was an opportunity for experts to share about the development trends of nuclear power in the world.
Delegates discussed enthusiastically with many contributions and shared opinions about practical needs in the country and some initial orientations of the Network.
This network was built with the desire to contribute effectively and practically to nuclear power projects in Vietnam with the vision of supporting Vietnam in the future. The policy of developing nuclear energy is an opportunity for the team of Vietnamese experts abroad to share experiences from developed countries.
Not only the nuclear field, but more broadly, Resolution 57 of the Politburo identifies the development of science and technology, innovation and digital transformation as key factors, prerequisites and the best opportunities for Vietnam to make a breakthrough and realize its aspiration to become a rich and powerful nation in the new era.
Delegates attending the Launching Ceremony all highly appreciated the establishment of the Network and shared their needs in the areas of training consultancy, technology selection, and policy consultancy for domestic partners in the nuclear energy sector. Many questions and problems were shared and are expected to be implemented soon.
Network members expressed their belief that in the coming time, the Network will grow stronger and stronger, attracting more Vietnamese experts abroad, becoming a prestigious and effective collective to make practical contributions to the development of Vietnam's nuclear energy industry, for the prosperity of the country.
