The Department of Legal Document Review (Ministry of Justice) held a meeting with representatives from seven ministries, including the Ministry of Planning and Investment, the Ministry of Construction, the Ministry of Transport, the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, the Ministry of Public Security , and the Ministry of National Defense, to review and assess obstacles and inadequacies in current regulations on the implementation process of investment projects using land.
Speaking at the meeting, Ho Quang Huy, Director of the Department of Legal Document Inspection, stated that this is a complex issue that directly impacts investment, business activities, and the state management functions of ministries and agencies.
Therefore, it is absolutely essential for relevant agencies and units to carefully, comprehensively, and holistically review, analyze, and evaluate the issue, yielding practical value.
Based on the meeting's results, the Ministry of Justice and other ministries and agencies will continue to study and report to the Steering Committee for consideration, promptly providing guidance to remove institutional, procedural, and administrative bottlenecks for citizens and businesses, creating momentum, promoting growth, controlling inflation, and stabilizing the macroeconomy .
At the same time, it ensures the effectiveness and efficiency of state management, in accordance with the functions and tasks of each ministry and sector today.
Based on the summary report, initial research, and modeling of the land-use investment project implementation process presented by the representative of the Department of Legal Document Review, the majority of delegates attending the meeting agreed on the need for a thorough review of the process to identify obstacles arising in each stage and step of the implementation of land-use investment projects.
From there, the legal issues requiring attention were identified, categorized, and specific criteria were established to develop appropriate solutions. Relevant ministries and agencies directly reviewed projects under their jurisdiction, while also coordinating with other ministries and agencies to research and consider specific and synchronized adjustment measures.
