Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1581 of the Prime Minister promulgating the Plan to continue perfecting the organizational apparatus of the political system and preparing for Party Congresses at all levels (Plan).

There is a policy of public housing for civil servants who have to move their residence.
According to the Plan, by September 30, the Ministry of Construction must issue and guide the implementation of the official housing policy for cadres, civil servants, and public employees who must relocate after the administrative unit is reorganized.
The Ministry of Home Affairs reviews, revises, and supplements regulations on regimes, policies, salaries, and responsibility allowances for cadres, civil servants, public employees, and part-time workers at the commune, village, and residential group levels, to be completed before October 31.
Before December 31, the Ministry of Finance must inspect and guide the implementation of specific policies and regimes of administrative units after the rearrangement.
Evaluation of the management and use of staff after the arrangement
The plan also assigns the Ministry of Home Affairs to preside over and coordinate with relevant ministries and branches to report to the Politburo and the Secretariat on policies for major contents before submitting to the Government for promulgation of a Decree and related documents guiding the implementation of the Law on Cadres and Civil Servants in 2025 on recruitment, use, management, evaluation, classification, and dismissal of civil servants and public employees to ensure the principle of "in and out", to be completed before August 30.
By December 31, the Ministry of Home Affairs completed the review and assessment of the management and use of government staff after restructuring the apparatus; completed job positions to serve as a basis for determining staffing levels by 2031 of ministries, ministerial-level agencies, government agencies, Vietnamese representative agencies abroad, public service units, and mass organizations assigned tasks by the Party and State at the central level.
At the same time, the Ministry of Home Affairs reviews, revises and supplements regulations on the number of deputy heads of agencies, organizations and public service units under ministries, ministerial-level agencies, government agencies; specialized agencies under People's Committees and People's Councils at provincial and communal levels in a streamlined manner to meet the requirements of tasks in the new period.
Check and guide the arrangement and streamlining of agencies.
The Government requests the Government Inspectorate to take the lead in inspecting and guiding the arrangement and streamlining of the Government Inspectorate apparatus and the inspection system at the central and provincial levels to ensure proper implementation of the central government's policies and the Government's regulations.
The Ministry of Home Affairs shall preside over the inspection and guidance of the establishment of provincial-level specialized agencies to ensure proper implementation of the Central Government's policies and Government regulations; and the establishment of specialized departments.
The Ministry of Finance shall preside over the inspection and guidance of the arrangement and streamlining of the apparatus of agencies organized vertically, including: Tax, Customs, State Treasury, Social Insurance, National Reserves, Statistics; The State Bank shall preside over the inspection and guidance of the arrangement and streamlining of the State Bank apparatus; The Ministry of Justice shall preside over the inspection and guidance of the arrangement and streamlining of the civil judgment enforcement apparatus to ensure proper implementation of the Central Government's policies and Government regulations.
The time to complete the above tasks is August 15.
Overall review of demand for civil servants in education and health sectors
The plan clearly states that the Ministry of Home Affairs will reorganize public service units (except for junior high schools, primary schools, kindergartens, and medical stations) in the direction of streamlining focal points, ensuring the provision of many basic and essential public services in commune-level administrative units, to be completed before December 31.
The Ministry of Health is assigned to preside over a comprehensive review of the demand for health sector officials in localities; the Ministry of Education and Training is assigned to review the overall demand for education sector officials in localities; guide, monitor and inspect the implementation of recruitment to ensure compliance with regulations and within the assigned number of positions from the 2025-2026 school year.
The Ministry of Home Affairs shall inspect, grasp the situation, make full statistics, and promptly report to the Politburo on the resignation of cadres, civil servants, public employees, workers, and part-time workers at the commune level after the rearrangement of administrative units, the rearrangement of the apparatus of agencies, units, and organizations in the political system associated with the 2-level administrative units, and the settlement of regimes and policies according to regulations.
The Ministry of Home Affairs is also required to promptly guide, remove obstacles and adjust regulations and guidelines to ensure that cadres, civil servants, public employees and part-time workers at the commune level leave their jobs for the right purpose, requirements, and with the right people, and retain competent and qualified cadres.
The above tasks must be completed before August 31.
