After the arrangement, the Board immediately got to work. Up to now, the value of the work done in 7 months is estimated at over 220 billion VND; the value of capital disbursement reached 45%; preparing to invest in 10 projects.
Along with implementing the Board's previous projects, from July 1, the Board received regional boards. Currently, the projects are being implemented but also encounter some difficulties.
Currently, the route from Lang Giang Medical Center to My Ha commune (old), now Tien Luc commune, has not been granted a construction permit at the railway intersection at Km6+683 and at the intersection of provincial road 292; the project and construction drawings for the section from Km7+600 to Km10+248 in Tien Luc commune (new) have not been adjusted; and the relocation of public works on this section has not been implemented.
Regarding land allocation, although the land registry records have been adjusted in Tien Luc commune (new), the communes have not yet prepared an adjustment report to complete the land allocation procedures. In addition, the dossier sent to the Forestry Department has been returned because the forest area of about 2.2 hectares in Tien Luc commune (new) was constructed without approval for changing the forest use purpose.

The Chu Town Ring Road Project (old) is implemented under the form of a build-transfer (BT) contract, with many areas yet to be cleared. The project "Renovation and upgrading of sidewalks and lighting on National Highway 31 and some main roads of Chu Town (old)" is temporarily suspending the bidding for package No. 11 with a construction value of about 5.6 billion VND because the procedures for transferring the investor have not been completed, and there is no basis for signing a contract to supervise and manage the implementation of the bidding for construction of package No. 11...
Faced with the above difficulties, the Committee proposed that the province direct localities to coordinate and speed up site clearance progress; propose to remove obstacles in project settlement; and separate site clearance items into separate projects.

At the same time, the Provincial People's Committee is requested to direct the People's Committees of Dong Viet Commune, Canh Thuy Ward, and Yen Dung Ward to determine the land use area of the project to be added to the Planning to implement the project to renovate and upgrade the right dike of Thuong Ba Tong and the left dike of Cau Ba Tong; allow the change of land use purpose of some completed works/projects. Consider and guide the investor to remove difficulties and obstacles in reducing the cost of transporting excess soil and rock as common construction materials in the project area to implement the next steps of the project to ensure compliance with the provisions of law.
Through discussion, representatives of leaders of some departments and branches of the province answered and clarified the Committee's recommendations.
Concluding the conference, Comrade Phan The Tuan acknowledged and highly appreciated the urgent and serious working spirit of the Committee. After stabilizing the organization, the members quickly started their assigned tasks. However, some problems were not resolved promptly, leading to slow processing. He emphasized: The opinions raised at the conference were basically answered satisfactorily, closely following the provisions of the law.
In the coming time, it is necessary to focus on perfecting the organizational structure, arranging suitable staff to meet the requirements of the tasks; at the same time, reviewing all projects, thereby proposing related contents. Approving settlements and proposing solutions to difficulties and problems must be proactively implemented. For completed projects, it is necessary to urgently complete settlement procedures; for projects under investment, especially those related to site clearance, land, and forest land, it is necessary to clearly define responsibilities, roadmaps, and specific handling times. He said that because the problem has not been solved to the end, the resolution work is still confusing.
The Board needs to change its mindset, create favorable conditions for contractors to perform their tasks, absolutely not causing difficulties, and at the same time adjust the documents and designs in accordance with legal regulations. For projects that have been approved for investment policies, it is necessary to speed up investment procedures and site clearance. When evaluating each project from the regional level up, it is necessary to clearly summarize specific difficulties and problems. Organize weekly meetings to listen to progress reports on important projects, check the work that has been done and has not been done, thereby determining the responsibilities of each related unit.
He assigned the Provincial People's Committee Office to compile statistics and inventory each project and clearly assign responsibilities. The implemented projects are of great significance to the development of the locality. He hoped that the Board would maintain solidarity and complete all assigned tasks well.
