Starting today (February 14th), teachers must strictly adhere to the mandatory requirements when participating in extracurricular teaching activities.
Mr. Huynh Thanh Phu, Principal of Bui Thi Xuan High School (District 1, Ho Chi Minh City), said that the school has implemented regulations on tutoring and supplementary classes both inside and outside the school. Mr. Phu stated that the school requires teachers to carefully study the regulations to ensure compliance with the education sector's guidelines. Teachers currently teaching at tutoring centers need to check if their classes include regular students and immediately inform the center. Simultaneously, they need to review and update information on whether the center they are teaching at has been licensed to operate. Teachers organizing tutoring at home must adhere strictly to the principle that they are not allowed to manage or organize such classes.
Parents pick up their children after extra classes. Starting today (February 14th), teachers must strictly adhere to mandatory regulations when participating in extra teaching activities.
At Duong Van Thi High School (Thu Duc City, Ho Chi Minh City), Ms. Nguyen Thi Thanh Truc, the school principal, said that they have reviewed information on teachers participating in extracurricular tutoring and implemented a registration process. At the beginning of the year, the school strictly prohibited teachers from tutoring students enrolled in regular classes as assigned by the school. For teachers who reported tutoring students outside of class or school, the school instructed them to temporarily suspend tutoring; they will complete the necessary procedures to resume tutoring in accordance with regulations once instructed by higher authorities.
To avoid disrupting students' extracurricular learning, especially for those in their final year, Ms. LT, a chemistry teacher in District 3, Ho Chi Minh City, shared: "I stopped giving extra classes at home, however, 12th-grade students were worried about the time it would take to complete the procedures, so they suggested I teach them online. Therefore, during the time I stopped teaching in person, I dedicated my time to online instruction, practicing questions in the format of the high school graduation exam."
According to Ms. LT, the home-based tutoring center has filed a business registration application in accordance with the law and is registered, organized, and managed by a retired teacher. Ms. LT said: "I support following the proper procedures to continue my legitimate teaching work. Currently, my tutoring classes consist of students from various schools and do not include students I teach in my regular classes."
Regarding regulations on teachers' tutoring based on Circular 29, Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, affirmed that there are no provisions prohibiting teachers from tutoring. When participating in this activity outside of school, teachers must teach at establishments that are registered businesses in accordance with the law. Teachers currently teaching at schools who participate in tutoring outside of school must report to the principal about the subject, location, format, and time of tutoring.
Mr. Minh also noted that when a tutoring center's supplementary class includes regular students, teachers can request that the tutoring center rearrange the class to avoid teaching their own students. Alternatively, they can request that the tutoring center waive the supplementary fee for that subject for the aforementioned students.
