Sa Pa aims to become a model public administrative center

As an important economic and tourist center of Lao Cai province, since operating under a two-level government model, the Party Committee, government and people of Sa Pa ward are making efforts to build the Public Administration Service Center here into a model center, leading the whole province in service quality.

Careful preparation, synchronous implementation

Comrade Phan Dang Toan, Provincial Party Committee member, Party Committee Secretary, Chairman of Sa Pa Ward People's Council, said that before July 1, the Standing Committee had met as assigned by the Provincial Party Committee to implement merger and consolidation activities. Comrade Phan Dang Toan directed the urgent completion of facilities so that the Public Administration Center could operate smoothly on the first day of the two-level local government's operation to serve the people and businesses.

On July 1, Sa Pa Public Administration Center came into operation. The Standing Committee of the ward organized a delegation to inspect, visit and witness the activities of handling administrative procedures here. The inspection showed that the facilities and equipment have been installed and arranged properly. On the first day, many citizens came to register for administrative procedures here.

Through actual contact and feedback from the people, the spirit, service attitude and work progress of the Public Administration Center are very new and civilized, the people are excited and supportive.

Secretary Phan Dang Toan said: "In the Draft Political Report of the upcoming Sa Pa Ward Party Congress, from the 2025-2030 term, we also determined that we must build the Sa Pa Ward Public Administration Center into a model center in the region and perform the task of handling administrative procedures at the top of Lao Cai province."

Comrade To Ngoc Lien, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Sa Pa Ward, added that, implementing the policy of rearranging and reorganizing provincial and commune-level administrative units, Sa Pa Ward was established on the basis of merging 6 commune-level administrative units of Sa Pa town. The Sa Pa Ward Public Administration Service Center was established on the basis of Resolution No. 06/NQ-HDND dated July 1, 2025 of the People's Council of Sa Pa Ward with the consistent motto "Building a service-oriented administration, taking people and businesses as the center of service, taking the satisfaction of people and businesses as a measure of service quality and efficiency".

Towards the top administrative service center of Lao Cai

Since officially coming into operation on July 1, 2025, the center has initially achieved positive results. Specifically, according to comrade Nguyen Duy Cong, Deputy Director of the Sa Pa Ward Public Administration Service Center, as of July 22, 2025, the Center has received 639 administrative procedures and resolved administrative procedures in accordance with regulations.

Of which, the commune-level administrative procedures received 354 records (152 records received directly, 202 records received online); 267 records resolved (267 records on time, 0 records overdue); 64 records not resolved (64 records within time, 0 records overdue); 23 records returned due to not meeting the conditions for resolution. The rate of on-time resolution reached 100%.

Provincial administrative procedures: received 285 records (242 in person, 37 online), of which 98 records were resolved (98 on-time, 0 overdue); 175 records were not resolved (175 within-time, 0 overdue); 12 records were returned due to not meeting the conditions for resolution. The rate of on-time resolution reached 100%.

Ms. Nguyen Thi Tu, a citizen of Group 1, Sa Pa Ward, who has a file on land certificate issuance procedures that needs to be processed, excitedly said: "Currently, the processing time has been significantly shortened, the service attitude of the staff of the Sa Pa Ward Public Administration Center is friendly, enthusiastic and thoughtful...".

In particular, according to Mr. Tu, the most impressive thing is that the Ward Youth Union has arranged support forces at the center to guide people and businesses to install and use the VneID app, electronic identification accounts, submit documents online, look up settlement results, make online payments... very convenient for older people who are less tech-savvy like him.

Of course, after nearly 1 month of operation, the Sa Pa Public Administration Service Center still faces some difficulties and shortcomings that need to be overcome in the coming time. Specifically, with a new apparatus, new people, and new tasks, it initially encountered difficulties in leadership, direction, and implementation of professional tasks, and lacked specialized accounting staff due to lack of professional certificates as prescribed.

The national public service software system of ministries and branches is in the process of being completed and updated; some administrative procedures are not yet connected: in the fields of justice, health, investment planning, and tax; the VNeID application of the Ministry of Public Security is slow in returning OTP codes, and does not return OTP codes to mobile phones. The issuance of identification numbers by the Ministry of Public Security when performing the inter-connected birth registration procedure for old communes/wards is still slow, leading to an overdue total time for citizens to perform administrative procedures. Currently, the province has not yet decided to announce the entire administrative procedures. The rate of online records is still low, only reaching 57%.

To build the Sa Pa Ward Public Administration Service Center into a model center, leading the whole province in quality of service for people and businesses by 2030, according to Chairman of the Sa Pa Ward People's Committee To Ngoc Lien, this locality is focusing on synchronously implementing many groups of solutions, specifically:

Building a streamlined and efficient organization, arranging enough cadres and civil servants with good professional capacity and understanding of administrative procedures; perfecting institutions, issuing operating regulations, clearly assigning roles and responsibilities for each position. Selecting civil servants with communication skills, service spirit, and standard attitudes. Providing in-depth training in administrative skills, digital transformation, and public service behavior. Applying a transparent and public evaluation mechanism based on service quality, file processing time, and people's satisfaction.

Second, it is necessary to standardize the process of handling administrative procedures, coordinate agencies and units to build a "process diagram" for each administrative procedure in the direction of simplification, reduction of steps, and clarification of responsibilities. Prioritize digitizing records, digital signatures, cashless payments, receiving and returning results online. Assign responsibilities to each stage; warn of overdue and late appointments on the software.

Third, build and apply a technology platform to serve public administration: Integrate the provincial Public Service Portal with the ward's internal software, synchronize data to serve management work. Digitize 100% of records received at the center. Each record has an identification code, can be searched online, and progress is tracked online. Increase digital interaction with people and businesses; apply AI, Zalo Official, chatbot to guide administrative procedures, automatically respond, and save reception time.

Research and pilot the development of breakthroughs such as "Paperless Day" - using only electronic records; "One-stop transaction - interconnected processing" model; "Remote public administrative assistant" model: Guiding people via video call, or officials coming to people's homes (for the elderly and disabled)...

All are aimed at the criteria of civilized and sustainable public administrative services, not making people have to travel many times, not making businesses wait for long, not letting officials lack responsibility in service...
