With the goal of developing green, clean, and sustainable agriculture, Quang Ninh is strengthening food safety control throughout the entire production chain. From growing areas and farms to the dinner table, safe farming models, the application of high technology, and traceability are gradually becoming the new standard. Along with this, the food safety management system is closely monitored to ensure the health of consumers.

Ginger is grown in Binh Lieu commune.

By the end of June 2025, Quang Ninh will have 54 registered growing areas with a total area of ​​over 1,049.32 hectares (34 registered growing areas for export and 20 registered growing areas for domestic consumption).

In Binh Lieu, Binh Lieu Trading & Services Joint Stock Company has partnered with households in Luc Hon and Binh Lieu communes to expand the area of ​​coded ginger cultivation to over 28 hectares, ensuring a clean raw material supply for processing. In these coded cultivation areas, in addition to the proactive compliance with food safety regulations by the producers, the Plant Protection and Crop Production Sub-Department, in coordination with local authorities and representatives of the cultivation areas, conducts monitoring every six months to determine whether compliance with the procedures is ensured and whether the cultivation area code can be maintained. Strict procedures are in place to ensure the quality of the raw materials used in production and processing, guaranteeing the traceability of agricultural products.

Ms. Lai Thi Liu, a ginger grower in Luc Hon commune, said: "Farmers are very aware of the need to comply with food safety regulations from the cultivation stage, using organic fertilizers and pesticides according to guidelines and regulations, ensuring clean ginger for processing."

The ducks are raised in cooled enclosures, ensuring a closed-loop farming process.

In the livestock sector, small-scale, family-run farms pose numerous environmental and disease risks. To mitigate these risks, many farms have proactively invested in and applied new technologies and closed-loop, biosecure farming processes. A prime example is Mr. Dong Quang Cuong, a long-time duck farmer in Phong Coc ward, with a flock size reaching hundreds of thousands of ducks annually. He has boldly invested in a cold storage system to ensure a closed-loop farming process; water sources are treated and disinfected; feed is quality-tested; and only vaccines and medications (if any) are used according to veterinary regulations.

Mr. Dong Quang Cuong shared: "Since our family switched to this model, the efficiency of duck farming has been very high. The living environment is stable, not affected by adverse weather conditions, and the food and waste sources are all controlled, helping the ducks stay healthy and grow and develop well. With each batch raising up to 14,000 ducks as we do now, the family only needs one worker to take care of everything from feeding to monitoring and controlling the growth rate of the entire flock as well as preventing diseases."

Quang Ninh's agricultural sector currently manages 28,124 food production and business establishments in the agricultural, forestry, and fisheries sectors. Of these, 322.35 hectares of cultivated land in the province are certified VietGAP. Many models of clean vegetable and seafood production, closed-loop livestock farming, and traceability technology using QR codes help consumers identify safe products.

In the first six months of 2025, through inspections, monitoring, and post-inspection of 9,067 establishments/organizations/individuals, functional agencies detected and imposed administrative penalties on 706 establishments/organizations/individuals producing, processing, and trading food with violations of food safety regulations, with a total fine amount exceeding 5 billion VND.

The province is strengthening its direction to relevant agencies and localities to strictly implement food safety measures and protect people's health, including closely controlling food quality from the initial production stage; promoting the deployment of safe agricultural and aquatic product supply chains, and encouraging businesses to produce according to VietGAP, GlobalGAP, and HACCP standards. Simultaneously, it is applying digital technology in inspection, monitoring, and communication to enhance transparency and help consumers easily trace the origin of products. Wholesale markets, supermarkets, and shopping centers in the province are improving their procedures for receiving and storing goods to ensure product quality. The province aims to ensure that by 2030, 100% of food consumed within the province is strictly controlled in terms of origin and quality, and 100% of food production facilities are managed according to food safety standards.
