For monetary donations: educational institutions must obtain a donation receipt, prepare a receipt, and maintain a detailed accounting ledger to track the donated funds separately; open an additional account at a bank or state treasury to receive donations transferred via bank transfer and record them in the accounting system as prescribed. The department specifically notes that schools should not specify an average donation amount.
For in-kind donations:
Educational institutions will coordinate with the donation receiving team to carry out the handover procedures, prepare the premises and storage facilities for the donated items, ensuring a smooth and quick process.
For basic construction projects, the Department of Education and Training encourages units to implement the project in a "turnkey" format: the sponsor completes the documentation and certificates related to the construction and transfers them to the educational institution.
If the donation is in kind (machinery, equipment), the donor must provide the educational institution with technical documents and records in accordance with current laws.
The Ho Chi Minh City Department of Education and Training also stated that the head of the educational institution is legally responsible for soliciting, receiving, managing, and using donations, including:
Approve financial statements for grants in accordance with regulations; Coordinate with donors to effectively implement educational grant activities;
