According to Associate Professor Ho Sy Thang, Vice Rector of Dong Thap University, the Ministry of Education and Training has strictly implemented quality management for training programs, especially those with foreign elements. In principle, individuals and training institutions sent by the Ministry of Education and Training for study or permitted to cooperate in training programs meet the standards and are eligible for diploma recognition upon graduation and return to the country. In these cases, the review and recognition of diplomas usually proceeds smoothly.
However, in practice, there are cases arising from foreign training institutions not being registered or not meeting the standards prescribed by Vietnam. In such cases, Vietnam may not recognize the diplomas. Additionally, some training institutions meet the requirements but are only permitted to conduct training locally; if they organize training elsewhere, the quality may not be guaranteed, thus disqualifying them from recognition.
Associate Professor Ho Sy Thang stated that regulations on this matter have been clearly issued, along with a list of accredited training institutions. Implementation must strictly adhere to current regulations. From the perspective of domestic training institutions, when cooperating with foreign partners, including cases where the foreign partner organizes training in Vietnam, they must fully comply with the prescribed procedures to ensure that diplomas are legally issued and recognized by the Ministry of Education and Training , thereby protecting the rights of learners.
Regarding personnel management, diplomas issued by foreign institutions are often required to be verified or recognized by the Ministry of Education and Training. In many cases, before appointment or recruitment, the employing agency or unit needs to send the dossier to the Ministry of Education and Training to request verification and assessment of compliance with the regulations. According to Associate Professor Dr. Ho Sy Thang, the Ministry of Education and Training currently strictly manages this field to ensure the quality of training and avoid negative consequences and disadvantages for students as well as employers.
Professor Le Hieu Hoc, Head of the Faculty of Educational Science and Technology at Hanoi University of Science and Technology, emphasized that international education programs, especially those designed according to international standards, have certain advantages if they are built and implemented systematically and seriously. He stressed that, first and foremost, it is necessary to objectively recognize that international education programs can expand opportunities for learners to access high-quality education.
When well-structured, these programs typically have a robust framework, clear learning outcomes, up-to-date training content, and modern teaching methods. This helps learners access knowledge and skills relevant to the demands of integration.

Strengthen inspection and supervision to prevent negative consequences.
Besides those advantages, Associate Professor Dr. Le Hieu Hoc emphasized the particularly important role of state management in training programs with international elements.
In Vietnam, the legal framework related to the management of joint and international programs has been issued quite comprehensively, creating the necessary legal basis for training institutions to implement them. This is an important foundation for ensuring the quality of training, the rights of learners, and transparency in educational activities.
However, during implementation, supervision needs to be further strengthened. Experience shows that without regular and rigorous inspection and supervision, some units may implement the program incorrectly, deviating from the approved content or failing to meet quality requirements. In that case, the risks not only lie with the training institutions, but learners may also suffer long-term disadvantages.
Therefore, regarding units that violate regulations in the implementation of international training programs, Associate Professor Dr. Le Hieu Hoc believes that state management agencies need to take strict measures to handle them. The handling should not only correct specific violations but also serve as a deterrent, setting a precedent and a lesson for other organizations and units, contributing to restoring order and discipline in the field of education.
Associate Professor Dr. Le Hieu Hoc stated that educational institutions that operate seriously, prioritizing the interests of students and educational reputation, will always proactively provide transparent information. Conversely, for organizations where a lack of transparency has become a goal or method of operation, it is difficult to expect self-discipline. In such cases, the regular, continuous, and decisive supervisory role of state management agencies becomes even more necessary to ensure a healthy, fair, and high-quality educational environment for students.
Regarding the trend of studying abroad and international joint training programs, Associate Professor Dr. Tu Quang Tan - Vice Rector of the University of Education, Thai Nguyen University, noted that students need to be cautious. Before registering for programs such as 2+2, 2+1+1, or full-time study abroad, students need to thoroughly research the partner training institution, ensuring that it is recognized by the Ministry of Education and Training. Checking information before enrolling is essential to avoid risks and disadvantages regarding qualifications later on.
Simultaneously, educational institutions implementing international partnerships must fully fulfill their responsibility of transparency, clearly disclosing information about partners, training programs, and the value of diplomas. This is a crucial factor in ensuring the rights of learners, maintaining the reputation of educational institutions, and contributing to a healthier educational environment in the context of deep international integration.
Regarding career guidance and admissions, Associate Professor Dr. Le Hieu Hoc particularly emphasized the need for information transparency. According to him, information about training programs, diplomas, recognition requirements, and the legal validity of degrees must be publicly available and clear, absolutely avoiding ambiguity that could mislead students and their families.
