On February 18, the Quang Ngai Provincial Party Committee, term XX, 2020-2025, held a conference to approve the project to merge and establish departments under the Provincial People's Committee; adjust the structure of the Provincial Party Executive Committee and adjust the growth target of the province's gross regional domestic product (GRDP) in 2025.
At the conference, the Executive Committee of the Quang Ngai Provincial Party Committee agreed on the project to merge the Department of Transport and the Department of Construction, named the Department of Construction; merge the Department of Planning and Investment and the Department of Finance, named the Department of Finance.
Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs; merge the Department of Information and Communications and the Department of Science and Technology into the Department of Science and Technology; merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development into the Department of Agriculture and Environment.
Thus, after the arrangement, Quang Ngai province has 14 departments and branches under the Provincial People's Committee, ensuring the requirements of the Central Government. 5 projects to merge departments have been adjusted to ensure the reduction of internal focal points by over 35%.
Specifically, 31 department and branch level focal points under the department will be reduced. After the merger and operation, the departments will review and implement staff streamlining, reducing at least 20% of civil servants and public employees receiving salaries from the State budget in accordance with the Central Government's direction.
Regarding department-level leaders, the Provincial Party Committee Standing Committee has reviewed and approved the policy that the positions under the management of the Provincial Party Committee Standing Committee are eligible for appointment immediately upon establishment. The number of deputy heads is stipulated to not be greater than the number of deputy heads of the two departments before the merger.
Unanimously announce decisions related to the merger of departments on February 20, 2025. The new departments will officially come into operation from March 1, 2025, in accordance with the requirements and directions of the Central Government.
On the same day, Quang Ngai Provincial Party Committee met to approve the adjustment of the personnel structure of the Provincial Party Executive Committee; and a report on adjusting GRDP in 2025.
Accordingly, the 18th Provincial Party Committee Conference of the 20th tenure agreed that the GRDP growth rate in 2025 would be from 7.5-8.5%.
However, based on the proposal of the Provincial Party Committee, the Provincial Party Standing Committee met and agreed to adjust the GRDP growth target in 2025 to strive for 8.5% or more.
According to Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang, this growth rate can be achieved because the province has key enterprises, namely Binh Son Petrochemical Refinery and Hoa Phat - Dung Quat Steel.
Secretary of the Quang Ngai Provincial Party Committee Bui Thi Quynh Van emphasized that the province set a growth target of 8.5% or more, however, it is necessary to develop scenarios and manage growth at a higher level so that the locality can complete the growth target of the entire term, creating momentum for the new term.
The Provincial Party Committee urgently implements plans, directs departments and branches to seriously implement assigned tasks and targets, clearly assigns people, tasks, methods of work, and completion time to contribute to promoting economic development. Focus on removing difficulties and obstacles within the government apparatus, businesses, and people.
The Secretary of the Quang Ngai Provincial Party Committee also noted the need to remove bottlenecks in site clearance, especially for key projects; disburse 100% of public investment capital. Authorities at all levels need to innovate their approach and thinking, and accompany investors.
Local authorities and sectors should review and re-evaluate the resolutions and policies issued by the province, and innovate their methods of implementation so that policies become resources for development.
