Will not present certified copies of documents

Decree 07/2025/ND-CP amends and supplements a number of articles of decrees in the fields of civil status, nationality, and authentication (effective from January 9, 2025). Notably, citizens do not have to present notarized copies of documents, but only need to present an electronic ID card.

Electronic ID replaces personal identification papers

According to the new regulations, in the documents for performing procedures for notarizing contracts, transactions, etc., people do not have to submit a copy of their valid identity card or passport. Instead, they only need to present one of the following documents: Identity card, citizen identification card, identification card, identity certificate or passport, entry and exit documents, valid international travel documents. With these identification documents, people can present the original or a certified copy.

Decree 07 also allows citizens to present electronic identification cards instead of traditional identification papers in a series of procedures, including: Request for household registration, issuance of copies of household registration extracts, issuance of copies from the original book, procedures for certifying the translator's signature; issuance of certified copies of original contracts and transactions that have been certified. When registering household registration, issuing copies of household registration extracts, registering births, if people have submitted electronic copies of birth certificates, death certificates, or the household registration agency has exploited digitally signed electronic data of these documents, citizens do not have to submit paper copies. Previously, it was stipulated that people had to submit originals or documents in lieu of these documents.

In particular, according to the new regulations, the People's Committee at the commune level has the authority and responsibility to certify copies from original documents and papers issued or certified by competent agencies and organizations of Vietnam; competent agencies and organizations of foreign countries; competent agencies and organizations of Vietnam in association with competent agencies and organizations of foreign countries. According to the old regulations (Decree 23/2015), the People's Committee at the commune level only certified copies from original documents and papers issued or certified by competent agencies of Vietnam.

No need to submit documents integrated on VNeID

Electronic documents integrated into the identity account (VNeID) will have the same value as traditional documents when performing administrative procedures. People only need to present VNeID with documents that have been integrated and electronically authenticated. This not only saves time and travel costs, but also facilitates administrative transactions; reduces the burden on staff at notary and certification offices. This is an important step in cutting down on cumbersome administrative procedures, moving towards a digitalized administration.

Previously, due to habit or fear of risk, many agencies and organizations still required notarized copies, even when people were willing to present original documents. With the acceptance of electronic documents integrated into the VNeID identification account, people no longer have to authenticate documents, promoting the application of technology in administrative management, making electronic transactions more convenient and smoother. This request from the Prime Minister creates a great driving force for the comprehensive digital transformation process - an important factor in forming a digital government.

In particular, when personal information and documents are stored and authenticated centrally on VNeID, the processing and resolution of administrative procedures will become more convenient, faster and more accurate. This is an important premise for recognizing other digital methods and documents in transactions, administration - justice, and liberating large social resources.
