Among the admission methods, the Ministry of Education and Training said that immediately after announcing the admission regulations, universities will have to calculate and come up with a conversion score formula to facilitate candidates.
According to the Ministry of Education and Training , universities are currently using many different methods for admission. Having a common admission score scale will create a level of admission between schools and methods, helping to avoid the situation where schools use many inconsistent score conversion methods, which can easily lead to unfairness.

In particular, requiring universities to convert the equivalent admission scores between admission methods is not to "make things difficult" for schools but first of all to ensure the rights of candidates. When converting to an equivalent scale, the admission methods will be bound by the standard score. In recent years, when there was no such regulation, the methods were all considered independently, so there was a situation where schools gave priority to one method over another. With the regulation requiring the equivalent conversion of admission scores between admission methods, the rights of candidates participating in different admission methods will be more guaranteed.
Providing more information about this regulation, Associate Professor Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, Ministry of Education and Training, said: The difficult part of this conversion will mainly lie with the university training institutions and the Ministry of Education and Training, candidates will not have any changes with this requirement. There will no longer be a division of quotas according to each method, schools will have a plan to convert equivalent admission scores to ensure that no matter which method students apply for admission, they will always prioritize using the highest results. "Students do not need to choose a method or combination of codes, what they need to pay more attention to is preparing their documents well, having high scores on the high school graduation exam, ability assessment test, and thinking assessment test to gain the best advantage in admission. The Ministry of Education and Training will soon publicize the admission regulations and conversion instructions for schools to apply," Mr. Dung emphasized.
Dr. Le Anh Duc, Head of Training Management Department, National Economics University also said that as soon as the draft of the 2025 Admission Regulations was announced by the Ministry of Education and Training, the school quickly gathered scientists and experts to carefully study this matter and has now completed the plan. The school's conversion formula will be widely informed right after the Ministry of Education and Training announces the official regulations. According to Associate Professor, Dr. Vu Duy Hai, Head of the Admissions and Career Guidance Department, Hanoi University of Science and Technology, has calculated the formula for converting admission scores to a common scale. Among the methods, the school prioritizes talent admission, followed by the results of the thinking assessment test, and finally the high school graduation exam scores. Major Trieu Thanh Dat, chief specialist of the Department of Information Training, Ministry of Public Security, will also soon announce the conversion formula for admission scores to police academies and schools to candidates after the Ministry of Education and Training issues the university admission regulations in 2025.
Deputy Minister of Education and Training Hoang Minh Son said that there are currently two benchmarks based on high school graduation exam scores and other benchmarks such as transcript scores or scores from thinking and capacity assessment exams. This forces us to ask the question "why are there two benchmarks?" Obviously, there must be equivalence between these two benchmarks, and it cannot be based on the number of quotas set by schools. Therefore, converting or determining these two benchmarks to be equivalent is very necessary to ensure fairness for candidates so that equivalent capacity can be guaranteed.
