According to the Vietnam Register, the transition from gasoline vehicles to electric vehicles and green energy vehicles is an inevitable trend. As of mid-July 2025, the country had more than 184,000 electric cars in circulation, an increase of more than 20 times compared to 2022. In the first 7 months of the year alone, nearly 54,000 electric vehicles completed the first registration procedure, reflecting the explosive speed of the market.
The Vehicle Inspection Office (VAR) said that electric vehicles, hybrid vehicles, smart vehicles and autonomous vehicles are completely different in structure from internal combustion engine vehicles. Therefore, inspection in the new era must not only stop at physical inspection but also combine software diagnostics, monitoring the entire life cycle of battery technology and control systems. Even remote software updates from manufacturers need to have appropriate management mechanisms.

While gasoline vehicles focus on engine and emission testing, electric vehicles focus on three core safety categories: battery, electrical system - brake and control software. The Registry is currently consulting experiences from Europe, the US, Japan and China to develop its own standards for electric vehicles.
To meet the new inspection requirements, inspection centers will have to be equipped with insulation resistance meters, high-voltage battery testing equipment and specialized diagnostic machines. The Registry is also considering building automated inspection centers specifically for electric and self-driving vehicles, or arranging specialized areas within the existing system.
In order to encourage people to use green vehicles, the Registry Department proposed to apply lower inspection fees for electric vehicles than for gasoline-powered vehicles. At the same time, this agency recommended that the Government exempt or reduce import tax on components, reduce special consumption tax and registration fees for electric vehicles.
Another important proposal is to establish a Green Transport Transition Fund with funding from the state budget, environmental fees and international grants. This fund will support transport and taxi businesses to upgrade their fleets to electric or hybrid vehicles, while encouraging domestic businesses to research fuel-saving and emission-treatment technologies.
