
The activity aims to strengthen solidarity, friendship, and mutual understanding between young officers of the Vietnam Border Guard and young officers of the Army Command and Gendarmerie Command of the Royal Cambodian Army; and to affirm the role of young officers of both countries in civilian affairs, contributing to building a peaceful, friendly, cooperative, and developed border region.
The Vietnamese delegation was led by Colonel Nguyen Quoc Hieu, Deputy Head of Political Affairs of the Border Guard Command. The Cambodian delegation was led by Lieutenant General Tien Sophonrnvong, Deputy Chief of Staff and Director of the Border Guard Department - Cambodian Army.
Following the welcoming ceremony at Moc Bai International Border Gate, leaders of both delegations, along with young officers from the Vietnam Border Guard, the Cambodian Gendarmerie, and the Cambodian Army, participated in planting friendship trees at the Moc Bai International Border Gate Border Guard Post. This contributed to developing green spaces, raising environmental awareness, and strengthening the close relationship between the two forces.
At the Long Thuan Commune Cultural Center in Tay Ninh Province, young officers from the Vietnam Border Guard and the Army Command and Gendarmerie Command of the Royal Cambodian Army jointly organized a legal awareness and dissemination program for officials and people in the Vietnam-Cambodia border region to ensure strict implementation of the Agreement on Border Regulations between the two countries.

Lieutenant General Tien Sophonrnvong affirmed that the Vietnam-Cambodia Border Guard Young Officers Exchange Program is a practical and meaningful activity, contributing to strengthening solidarity, friendship, and close cooperation between the border protection forces of the two countries. Through exchange activities and professional exchanges, young officers from both sides have more opportunities to understand and share experiences in border management and protection, contributing to maintaining security and order and building a peaceful, cooperative, and developing border for the common benefit of the people of both countries.
Lieutenant Ngo Le Phuc Dat, Assistant for Propaganda, Political Department, Command of the Border Guard Force of Tay Ninh province, said that the Agreement on Border Regulations between the Socialist Republic of Vietnam and the People's Republic of Cambodia (now the Kingdom of Cambodia), signed on July 20, 1983, consists of 4 chapters and 19 articles, clearly stipulating the residence and movement across the border area for the purpose of buying, selling, and exchanging goods necessary for the daily lives of residents in the border area between the two countries.

According to Lieutenant Dat, the program to disseminate information about the Border Regime Agreement will help both sides effectively educate and raise awareness among people in border areas to strictly abide by the agreements, treaties, regulations, and understandings on the border signed by the two governments regarding preventing illegal border crossings... This is also an opportunity to promote and combat transnational crime; refute distorted narratives about illegal labor in Cambodia that affect the reputation of the border protection forces of both countries.
Lieutenant Colonel Duong Ratana, Battalion Commander of Battalion 335, Kampot Provincial Command, 3rd Military Region of the Cambodian Army, shared that in recent times, young officers of the Cambodian Border Guard and the Vietnam Border Guard Command have contributed to ensuring security and order, facilitating border traffic through border gates, contributing to socio-economic development, and strengthening solidarity, friendship, and understanding between the governments, people, and border protection forces of the two countries.

Ms. Nguyen Thi Kim Lien (Long Truong hamlet, Long Thuan commune, Tay Ninh province) said that after attending the program, she understood more clearly the Border Regime Agreement between the two countries and the regulations related to immigration, trade, and transportation of goods across the border. This helped people raise their awareness and sense of compliance with the law, working together to maintain security and order, and build a peaceful and friendly border. Ms. Lien expressed her hope that in the future, the relevant authorities would continue to organize similar awareness campaigns so that people on both sides of the border understand and comply with the regulations, contributing to strengthening the solidarity and close ties between the people of Vietnam and Cambodia.

On the same day, the delegation also organized various cultural and sports exchange activities between officers and soldiers of the two countries to strengthen solidarity and friendship between the two nations.
