
The Ministry of Education and Training has just issued Circular 19/2026/TT-BGDĐT amending regulations on supplementary teaching and learning, effective from May 15, 2026, aiming to strengthen discipline, transparency, and practicality. The Circular affirms that it does not prohibit legitimate supplementary teaching and learning needs, but focuses on tightening management to prevent coercion, illegal supplementary teaching, and profiteering.
A notable new requirement is that teachers providing extracurricular tutoring must publicly disclose the content, time, location, and related relationships to prevent conflicts of interest. Tutoring centers must also be transparent about their programs, duration, teacher rosters, and fees for public oversight.
The circular continues to limit each subject to no more than 2 lessons per week, while empowering principals to adjust the number of lessons to suit individual students, with accountability. Principals are directly responsible for managing, inspecting, and handling violations.
In addition, a hotline system has been established from the school to the local level to receive feedback. Inspection and supervision work has been strengthened, and violations are strictly dealt with, contributing to building a fair and healthy educational environment.
