Tightening management of wildlife breeding facilities.

Currently in Thanh Hoa province, the commercial breeding and trading of wild animals has brought economic benefits to the people. However, this activity always carries many risks of disease transmission. Therefore, the breeding and trading of wild animals requires strict management, inspection, control, and licensing by relevant authorities.

Tightening management of wildlife breeding facilities.

Forest rangers inspect the movement of adopted animals at the wildlife breeding facility of Mr. Tran Quoc Phuong, Trung Chinh village, Hoat Giang commune.

In 2021, Mr. Tran Quoc Phuong's farm in Trung Chinh village, Hoat Giang commune, conducted a pilot project raising 13 adult civets. Recognizing that this is a wild animal belonging to Group IIB (endangered and rare) requiring strict protection in Vietnam, Mr. Phuong purchased the breeding stock from a legal source, registered it, and received a registration certificate and a breeding facility code from the forest rangers.

Thanks to the application of a closed-loop process, biosecure farming practices, and strict adherence to reporting changes in livestock to the forest rangers, Mr. Phuong's farm ensures the origin and disease-free status of its livestock, earning the trust of customers. In 2025, the farm sold over 100 breeding animals and approximately 100 kg of commercial meat, generating a total income of about 800 million VND. Currently, the farm has expanded to include 107 more animals.

Mr. Tran Quoc Phuong said: “The farm regularly reports and receives guidance from local forest rangers on data entry, keeping a logbook to track changes in the number of newborns and sales. In addition, the farm always adheres to hygiene and disinfection guidelines for the barns as instructed by the commune's veterinary officers. As a result, the survival rate of the piglets is high, and income is increasing. We are very excited to continue investing and developing the herd.”

According to the Thanh Hoa Provincial Forest Protection Department, there are currently 307 facilities in the province that breed and keep endangered and rare wild animals, including those listed in the CITES appendix such as cobras, mute turtles, civets, palm civets, red-faced monkeys, white pheasants, deer, and yellow-blue macaws, as well as 168 facilities that breed and keep common wild animals. Currently, all these breeding facilities are managed by the forest protection force in accordance with current laws and regulations, including import-export activities, monitoring changes, inspection, supervision, identification, traceability of species, quantity, and confirmation during circulation and export. With decisive measures, the management of illegal breeding, transportation, trading, consumption, and advertising of wild animals in the province has stabilized. The number of violations of the regulations on the management and protection of wild animals has decreased year by year.

Mr. Ngo Xuan Bien, Deputy Head of the Ha Trung Forest Ranger Station, said: “There are 87 wildlife breeding facilities under our management. The station has assigned specific forest rangers to coordinate with local Party committees and authorities to strengthen inspections and supervision of these farms and breeding facilities, resolutely preventing the inclusion of species not on the approved list.”

To tighten wildlife management, in addition to forest rangers, coordination among various sectors and localities is required. Recently, the provincial police force has intensified preventive measures, combating and strictly handling violations of wildlife laws, thereby contributing to the protection of biodiversity and maintaining security and order in the area.

From the beginning of 2026 to the present, the police force in the province has discovered, investigated, and prosecuted 2 cases involving 5 defendants for violating regulations on the protection of endangered and rare animals; seizing 2 tigers and 2 pangolins. In addition, authorities have also discovered and handled 29 cases involving 29 individuals for administrative violations related to hunting wild animals, imposing fines totaling 139 million VND for the state budget.

Alongside the fight against and strict handling of violations, the police forces in communes and wards are strengthening their grasp of the situation at the grassroots level, especially in villages, hamlets, and residential areas; proactively reviewing areas at risk of violations. At the same time, they are stepping up propaganda efforts to raise public awareness; and strengthening inspections and close monitoring of food establishments and local markets to promptly detect and prevent the illegal trade and consumption of wild animals.

Mr. Nguyen Tuan Anh, Deputy Head of the Forest Management and Biodiversity Conservation Department, Thanh Hoa Forest Protection Sub-Department, emphasized: In addition to tightening the management of animal breeding facilities, the forest protection force has been coordinating with the police force to review, prevent, and handle illegal advertising, selling, and trading of wild animals on online platforms such as Zalo, TikTok, and Facebook. Furthermore, the current hot and dry season poses many risks of disease outbreaks among captive animals. Local authorities have also required wild animal breeding facilities to ensure safety for humans and animals, environmental hygiene, and disease prevention...
