Singapore will import 1.2 GW of clean electricity from Vietnam.

VnExpressVnExpress24/10/2023

Singapore has just granted permission to import 1.2 GW of low-carbon electricity, mainly wind power, from Vietnam.

At Singapore's International Energy Week on October 24th, Singapore's Second Minister for Trade and Industry, Tan See Leng, announced that the Energy Market Authority (EMA) had granted Sembcorp Utilities conditional permission to import electricity from Vietnam Petroleum Technical Services Corporation (PTSC).

Electricity imported from Vietnam, transmitted via a new 1,000 km undersea cable, could meet 10% of Singapore's annual electricity needs. Previously, the island nation had similar agreements to import clean electricity from Indonesia (2GW) and Cambodia (1GW).

Thus, imported electricity will account for approximately 30% of Singapore's total energy sources by 2035. This aims to contribute to the country achieving net-zero CO2 emissions by 2050, as committed by the Government .

Sembcorp said that electricity purchases could begin as early as 2033, subject to government approval.

Sembcorp and PTSC will begin developing the project proposal and endeavor to obtain conditional licenses and import permits from the EMA, as well as export permits from Vietnam.

Previously, on February 10th, during Prime Minister Pham Minh Chinh's official visit to Singapore, PTSC and Sembcorp signed and exchanged a Joint Development Agreement (JDA) on cooperation in investing in and exporting electricity to Singapore from Vietnam's offshore renewable energy sources. The two companies will cooperate exclusively to invest in a project to produce approximately 2.3 GW of electricity and export it via an underwater high-voltage cable, meeting Singapore's clean electricity needs from 2030 onwards.

On August 29th, the Vietnamese Ministry of Natural Resources and Environment granted PTSC a survey permit to monitor, investigate, and assess marine resources. Sembcorp Utilities also received a letter of intent from the Singapore Ministry of Trade and Industry approving the project.

The areas surveyed by the joint venture for wind power are located offshore of Ba Ria - Vung Tau province.

Sea area No. 1 comprises two zones with a usable area of 89,027 hectares and a usable depth of 20-35m (according to the Hon Dau elevation system). Sea area No. 2 comprises two zones with a usable area of 98,897 hectares and a usable depth of 50-65m (according to the Hon Dau coordinate system).
